Public participation Sessions of 15 minutes are held prior to the start of each public meeting.  

For Committee Meetings questions may only be raised on items on the agenda.  

For Full Town Council meetings, items which fall within the scope of the Council's activities may be raised by Bideford Residents.  Participants will be asked to read the Bideford Town Council Code of Conduct (or available at the meeting), and to complete a pro-forma stating their name and address and item to be raised.

You are hereby summoned to attend an on-line Extraordinary Meeting of the Decarbonisation and Environment Committee of the above-named Council to be held via Zoom, on Tuesday 22 September 2020 at 6.30 pm for the purpose of transacting the following business.

1.      To receive apologies and reasons for absence.

2.      To receive declarations of interest on items on the agenda and note any requests for dispensation received by the Clerk prior to the meeting.

3.      Public participation session of 15 minutes duration on items on the agenda.

4.      To approve the minutes of the Meeting held on 25 August 2020 as a correct record.

5.      To receive updates from working groups and review recommendations brought forward by them:

and make recommendation to Council.

a.      Energy and Heat.

b.      Transport (update and make recommendation to Council on b.i.ii.).

i.       To further investigate the siting of electric bike charging points at land adjacent to the Pannier Market, Tarka the Otter Statue, the Charles Kingsley Statue, and Jubilee Square.

ii.      To submit to the neighbourhood plan and local plan the suggested location for a new cycle bridge opposite Torrington Lane/Street intersection on the east bank to below the Police station on the western bank as highlighted on the attached map. To call on both District and County Council to similarly support this proposal in principle and invite feedback on this proposal from the residents and community of Bideford.

c.      Carbon sinks and biodiversity (CSB) update and make recommendation to Council on c.i.ii.).

i.       A Tree Strategy for Bideford is commissioned with the provisional aim of establishing the viability of a 10 trees per resident target for 2030 and a pathway to achieving that target.

ii.     Support the approach of open-air classrooms and assist schools, particularly Westcroft Junior School, to use Ford Woodland as appropriate arboreal classroom setting.

6.     To consider the future agenda item: “To establish the extent of the threat to Bideford from sea water inundation or erosion of the historic landfill on Northam Burrows due to the predicted sea level rise shown in the model,” with a view to maximising the benefits of the discussion, and promoting action from the responsible parties.

Town Council meetings are being held every six weeks and committee meetings are being scheduled as required.
