There were no apologies for absence

047 DECLARATIONS OF INTEREST

There were no declarations made at this point of the meeting.

048 PUBLIC PARTICIPATION SESSION

There were no members of the public in attendance.

049 MINUTES

The Minutes of the Meeting held on 11th October 2017 were approved and signed as a correct record.

(Vote – For: 5, Against: 0, Abstentions: 1)

050 NAMING A ROAD:

Formerly Moreton Lodge, the developers requested this Council to name the new Development.

Councillor Tony Inch nominated a former Town Mayor, Alderman Alfred Richard Adams who was Mayor of Bideford for the terms 1917-1918 and 1918-1919. He felt
this was appropriate as it is 100 years since the First World War. Mayor Adams was made an Alderman because he had been a keen supporter of education and medicine
in the Town.

Proposed by Councillor Tony Inch, seconded and

RESOLVED: That the new development be named Adams Court

(Vote – For: 6, Against: 0)

051 PLANNING APPLICATIONS

a. Application No: 1/1035/2017/FULM: Demolition of existing buildings, construction of residential care homes comprising 67 bedrooms, creation of car parking, amenity and landscaped area, improvements to vehicular and pedestrian access. Old Rectory, Abbotsham Road, Bideford, Devon. Applicant: C/O Agent Frontier Estates (Latimer) Ltd & MTMX Ltd, 25 Oldbury Place, London W1U 5PR. Agent: Frontier Estates, London. (Date received: 27 Oct 2017).

Proposed by Councillor Langmead, seconded and

RESOLVED: That the application is approved on the two following considerations:

• That at least one EV charger is recommended to be installed in the parking area.

• The council would ask if DCC had an overage clause inserted into the original sale agreement for this land given that it was publicly owned land.

052 PLANNING AUTHORITIES UPDATE BY CLERK

Members noted the decisions received from Torridge District Council since the last
meeting.

The business of the Meeting having been completed, the Chairman thanked the Members for their attendance and the Meeting concluded at 6.20 pm.
