031   TO CONSIDER AND FORM REPRESENTATION ON THE PROPOSED MAIN MODIFICATIONS AND THE RELATED SUSTAINABILITY APPRAISAL ADDENDUM IN THE LOCAL PLAN.

Councillor Christie asked members for suggestions for Brownfield Sites that could be used.  Two sites were suggested:

The Madewell Site in Honestone Street
The old Girl Guide/Tennis Courts site at the end of the Sports Ground

Councillor Christie drew member’s attention to the email sent through from Councillor Day and explained that he had responded.  It was agreed that bullet points regarding sustainability be put forward as follows:

•    A BREEAM rating of 'Very Good' is actually quite a low target as it's only a 55% score. We should be aiming for 'Excellent' at 70% unless there are exceptional circumstances.

•    The document should include a commitment to community owned energy as the preferred option for new sites unable to fund their own renewable energy generating installations.

•    It should also look at ways of reducing fuel poverty (people spending more than 10% of their income on a basic standard of energy usage, affecting 1 in 6 UK households). This may be in another section of the plan, but this is linked with building quality and sustainability from when they are built, so could be incorporated here too.
