You are hereby summoned to attend a meeting of the Staffing, Finance & General Purposes Committee of the above-named Council to be held in the Council Chamber, Town Hall, Bideford, on Thursday 12 October 2017 at 6.30 pm for the purpose of transacting the following business.

Agenda item.

1. That Bideford Town Council consider providing digital noticeboards in the centre of town with interconnecting displays at Atlantic Village and East the Water. For the use of Council and public information, events and offered to local businesses for advertising.
This is being progressed by The Tourism Committee. The Lease has been secured on the former Coastguard’s office to commence 1 September 2017. The building is currently undergoing minor refurbishment works.

An interactive notice board has been identified and will be housed at the front of the office. Alterations to the window will be required prior to installation; Councillor Howell has discussed this with Torridge District Council and the Maintenance Team.

A contribution of £200 towards the buffet served on Remembrance Sunday was made in 2016.

054 POLICY ON BADGER CULLING

Members gave consideration to generating a policy on Badger culling on Bideford Town Council land.

Proposed by Councillor Bushby, seconded by Councillor Pester and

RESOLVED: That Bideford Town Council does not allow the discharge of firearms in Ford Woods.

Item.054. Policy on Badger culling. Members expressed concerns over the apparent ambiguity of the item and the resolution.

RESOLVED: That the Item is returned to the next S,F&GP Committee Meeting.

Agenda item 12.

At the SFGP meeting on 31 August 2017 the Town Clerk advised that the work to prune the trees on the Quay to accommodate the festoon lighting had been postponed following an inspection by the tree surgeon and a meeting with DS Electrical. The tree surgeon had advised that although he can prune the trees at the top to avoid the festoon lighting, this will encourage the trees to bush out sideways and completely spoil their shape. DS Electrical had advised that the trees have grown so much since they were originally planted, that it is very difficult to access the lighting, and the shape of the lighting is no longer aesthetically pleasing, due to the shape of the trees. The recommended course of action is to obtain a quotation for pruning and shaping all the trees along the Quay which are both affected by the festoon lighting and carry wrapped around lighting. Members agreed that the Town Clerk should obtain the necessary quotations, and asked her to ascertain whether the lights would need to be removed for the pruning process. The quotations are enclosed.
