For Committee Meetings questions may only be raised on items on the agenda.  

For Full Town Council meetings, items which fall within the scope of the Council's activities may be raised by Bideford Residents.  Participants will be asked to read the Bideford Town Council Code of Conduct (or available at the meeting), and to complete a pro-forma stating their name and address and item to be raised.

You are hereby summoned to attend a meeting of the Staffing, Finance & General Purposes Committee of the above-named Council to be held in the Council Chamber, Town Hall, Bideford, on Thursday 19 October 2017 at 6.30 pm for the purpose of transacting the following business.

6. Accounts - To approve the payments listed.
7. Chairman’s / Market Administrator’s Report.
8. To consider and resolve upon engaging Ms Sparkes in providing additional supporting Market Cover, opening and securing the Market in the absence of the Market Officer and Mrs Fisher.
9. To consider and resolve upon a request to Hire the Hall for a New Year’s Eve Event on Sunday, 31 December 2017.
10. To consider and resolve upon a waiver of the Market Hall Traders’ rent for January 2017 and similarly consider and resolve upon a request from the Studio Tenants for similar favour. Consider a free Market Stalls trading month campaign with a view to encouraging new traders.
11. To review the Market Stall provision for registered charities to enjoy one gratis stall per year and resolve accordingly.
12. To confirm booking for the Bideford Flower Show on Sunday, 19 August 2018.
13. To receive an update from the Development Plan Working Group, consider:
a. Variation to floor layout, providing for exhibition / specialist market space.
b. Advertising push / offer for specific traders e.g. < 25 years, antiques, fruit and vegetables, arts and crafts on specific days and resolve accordingly.
14. To review the Rent for the next financial year, and resolve accordingly.
15. To consider and recommend approval of the Draft Budget for the Financial Year 2018/2019.
16. To receive tenant feedback, consider and resolve upon changing the regulation that does not permit tenants / traders to bring their dogs to the workplace.
17. To receive reports from the Committee Traders / Tenants.
18. To consider and resolve upon the Gazette advertising opportunity and establish budget.
19. To receive an update on inner Market Doors.

21. To receive any terminations of leases by tenants / traders and give consideration to applications received for tenancies of premises and confirm rent level.
22. To receive an update on rent and resolve upon action to be taken.
