Minutes of the Tourism Committee held in the Town Hall, Bideford on Tuesday 18th December 2018 at 6.00 pm

068.     APOLOGIES FOR ABSENCE

Councillor D McGeough (North Ward) – annual leave.
Councillor Mrs R Craigie (East Ward) – illness
Mrs R Benney (Atlantic Village TIC) – illness

The Chairman was concerned that the Tourism Committee had been reduced to 5 Councillors and asked that this be put onto the next Full Council Agenda to find another member. He added that if one or two members were unable to attend it left the Committee inquorate and unable to progress ideas.

069.      DECLARATIONS OF INTEREST ON ITEMS ON THE AGENDA

There were no declarations made at this point in the meeting.

070.      PUBLIC PARTICIPATION SESSION

There were no members of the public present 

071.     MINUTES

Members agreed the minutes from the inquorate meeting held on 6th November 2018.

072.     TO RECEIVE AN UPDATE ON THE PROGRESS OF THE FILM/VIDEO AND ANY COMMENTS FROM THE YOUTUBE PILOT

Councillor McKenzie reported that the promotional short film had been uploaded to YouTube and he suggested that it be left on there until the next meeting to see how many hits it receives and any feedback.

The Chairman thanked Councillor McKenzie and concluded that it would be interesting to see it online.

073.     TO RECEIVE AN UPDATE ON BIDEFORD FAIR 2019 AND, IF APPROPRIATE, RECOMMEND TO COUNCIL AY ACTIONS REQUIRED.

The Chairman reported that the license had been applied for and that he was waiting for Torridge District Council to release the paperwork. He asked Councillor Mrs Gubb how she was progressing.

Councillor Mrs Gubb reported that so far she had managed to speak with all the participants that attended last year, and they were happy to be part of the event. She had not heard from the Display Gymnasts. The Clerk said she had a contact and would try to move things along for the Councillor.

Councillor Mrs Gubb was not progressing very well with the Strong Man competition and was still waiting to hear back from Councillor McGeough regarding this event, which she felt would be very popular for the Fair. She did wish to confirm that there would be enough arena space. Both the Chairman and Councillor Bushby confirmed that there was plenty of space for the event to take place.

Councillor Mrs Gubb also confirmed that the children’s fairground would be in place. The Clerk informed the Councillor that she had forwarded details from the Library. They would like to be involved with having storytelling.

The Chairman suggested that Mrs Gubb speak to the Art Centre who had, in the past, been involved with children’s workshops.

074.    TO RECEIVE AN UPDDATE ON BIDEFORD HERITAGE THEATRE AND, IF APPROPRIATE, RECOMMEND TO COUNCIL ANY ACTIONS REQUIRED.

The Chairman had not progressed any further, but would have more to report at the next meeting in January. Ideally he would like to have everything set up before the local elections in May.

075.     TO RECEIVE AN UPDATE ON THE DECORATIVE ARTWORK IN COOPER STREET

Councillor Bushby reported that Councillor McGeough had met with the local businessman regarding the project.
He confirmed that progress was being made and he hoped to hear more now that the deposit had been paid.

076.    TO RECEIVE AN UPDATE ON THE COMMEMORATIVE BENCHES AND, IF APPROPRIATE, RECOMMEND TO COUNCIL ANY ACTIONS REQUIRED.

Councillor Bushby confirmed that both benches would be delivered the next ay (19th December) and that permission from both sites had been obtained. The Maintenance Team would schedule the installation for the new year.

077.    TO RECEIVE AN UPDATE ON THE HANGING BASKETS SCHEME AND, IF APPROPRIATE, RECOMMEND TO COUNCIL ANY ACTIONS REQUIRED.

Councillor Bushby reported that the project was moving along as planned and that now the scheme had been expanded to Allhalland Street and the Pannier Market.
He advised members that he would take the earliest opportunity to get the consent forms out to the properties in order to get permission as soon as possible.

The Chairman concluded that the Pannier Market already had their brackets in place for the baskets.

There was a brief discussion regarding watering of the baskets and that some traders were concerned of water dripping onto their customers. There was assurance that the timing of the watering would be sympathetic to opening hours.

078.   TO RECEIVE UPDATES ON A FOUNDING FATHERS ANNIVERSARY EVENT IN 2020 AND, IF APPROPRIATE, RECOMMEND TO COUNCIL ANY ACTIONS REQUIRED.

The Chairman asked if this would still be a viable event. The Clerk reported that the Rotary’s Water Festival were keen, ms Oldenburg would be involved and the Harbour Master was keen to be involved. She had yet to hear back from the Kathleen and May, and the Mathew would be something extra if tides permitted.

She had been in touch with the Bristol Museum regarding the New World Tapestry and was trying very hard to get the 6 relevant panels to Bideford for the event. The contact at the Museum was not very forthcoming and so the Clerk would take further steps if necessary.

079.    TO RECEIVE AN UPDATE ON THE KENWITH RAILWAY LINE FOOTPATH ROUTE AND, IF APPROPRIATE, RECOMMEND TO COUNCIL ANY ACTIONS REQUIRED.

No further updates on this subject as yet, but the Chairman was keen to keep the subject on the agenda.

080.    Date of the next meeting will be Tuesday 29 January 2019 at 6.00pm.

 ADDITIONAL ITEMS FOR NEXT AGENDA

  • The Chairman asked members if there were any items they would like to discuss at the next meeting.• Councillor McKenzie suggested an invitation go to Northam Town Council to see if they had a Councillor who may like to be part of the Tourism Committee to expand the horizons. 
  • The Chairman suggested the Clerk contact Councillor Jane Whittaker and Mrs Jane Mills to see if a Northam Town Councillor would be interested in coming along to our next meeting.
    He further suggested that members could discuss introducing more people to the Committee, especially those who have an interest in tourism in the area.
  • The Chairman suggested a discussion is opened on a Food and Drink event, perhaps using the Pannier Market. The Clerk suggested a temporary road closure on a Sunday in Mill Street for a Food and Drink market with a wide range of street food outlets. Mill Street traders could of course open if they wanted to, and the Pannier Market traders could be involved if they were inclined.

 

The business of the meeting having been completed, the Chairman thanked the members for their attendance, passed on his best wishes for the Festive season and the meeting concluded at 6.30 pm.
