1. ELECTION OF CHAIRMAN
 
Councillor J Craigie was proposed by Councillor Mrs Hellyer and seconded by Councillor Mrs Langford.
 
RESOLVED: That Councillor J Craigie is appointed as Chairman of the Committee for the remainder of the year.
 
(Vote: For: 4, Against: 0)
 
(Councillor J Craigie assumed the Chair and thanked the Members for their vote.)
 
2. ELECTION OF A DEPUTY CHAIRMAN
 
Councillor J McKenzie was proposed by Councillor Mrs Hellyer and seconded by Councillor Mrs Langford.
 
RESOLVED: That Councillor J McKenzie is appointed as Deputy Chairman of the Committee for the remainder of the year.
 
(Vote: For: 4, Against: 0)
 
3. APOLOGIES FOR ABSENCE
 
 Councillors Mrs R Craigie (East Ward, illness).
 
4. DECLARATIONS OF INTEREST ON ITEMS ON THE AGENDA
 
There were no Declarations of Interest.
 
5. PUBLIC PARTICIPATION PERIOD
 
There were no Public Members.
 
6. MINUTES
 
The Minutes of the Meeting held on 8 February 2022 were approved and signed as a correct record.  
 
(Vote – For: 3, Abstention: 1, Against: 0)
 
7. ENVIRONMENT BUDGET
 
The Chairman advised that in the absence of any project spends during this last year he believed that Environment Budget should be committed to the Bideford Pannier Market, in the first instance changing the lights to LED.
 
He indicated that a quotation received to replace the Market Hall and Butcher’s Row lights with LEDs would be covered by the current budget of £10,000 still allowing for any commitment to the ACE Rail (£3,000) ring fenced monies.
 
Given the timing and close proximity to the end of the financial year Members were in agreement to allocate the Environment Budget to replace and install LED lights throughout the Complex and any surplus to provide for other residual energy saving opportunities.
 
It was proposed by Councillor Mrs Langford seconded, and 
 
RECOMMENDED: That the Environment Budget for the current financial year is used to replace and install LED lights throughout the Complex and any surplus provide for other residual energy saving opportunities.
 
(Vote: For: 4, Against: 0)
 
The Chairman thanked the Members for their attendance and support.  He concluded the Meeting at 6.46 pm.
