Public participation Sessions of 15 minutes are held prior to the start of each public meeting.
For Committee Meetings questions may only be raised on items on the agenda.
For Full Town Council meetings, items which fall within the scope of the Council's activities may be raised by Bideford Residents. Participants will be asked to read the Bideford Town Council Code of Conduct (or available at the meeting), and to complete a pro-forma stating their name and address and item to be raised.

You are hereby summoned to attend a meeting of the Staffing, Finance & General Purposes Committee of the above-named Council to be held in the Council Chamber, Bideford, on Thursday 21 March 2024 at 6.30 pm for the purpose of transacting the following business.
In accordance with The Public Bodies (Admissions to Meetings) Act 1960 members of the public are welcome to attend. There is a legal right to film/record/photograph/report public meetings.

1. To receive apologies and reasons for absence
2. To receive declarations of interest on items on the agenda and note any requests for dispensation received by the Clerk prior to the meeting.

4. To approve the minutes of the meeting held on Thursday 15 February 2024 as a correct record.( Approved and adopted at the meeting of Town Council – 29th February 2024.)

6. Finance:
a. To approve the payments listed.
b. To consider the request from the Maintenance Team Supervisor to employ the Seasonal Worker between May 2024 and November 2024 and resolve accordingly.
7. The Local Authorities (Members’ Allowances) (England) Regulations 2003 – To make a recommendation to Council for the financial year 2024/25.
8. To consider and resolve upon the Manor Court presentments.
9. To consider and resolve upon the use of the 2024/25 project budget to support Match funding of £2500 for the Ford Rock restoration works
10. To recommend to council the adoption of the updated NALC Model Standing Orders, with amendments.
9. Maintenance Operatives -
a. To receive an update on the tasks undertaken by the Maintenance Operatives.

Members are asked to make a recommendation to Council on an annual basis in accordance with the Local Authorities (Members’ Allowances) Regulations 2003. In setting the amount of the allowance the Council should have regard to the actions of The District Council. The Councillor annual allowance for Bideford Town Council is currently set at £938, with the Mayor’s allowance set at £2,500 (which includes the sum of £500 to be used by the Deputy Mayor for civic expenses if required).
The next meeting of the Staffing, Finance & General Purposes Committee will be held on Thursday 2 May 2024.
Torridge District Council has advised:
Increase the Councillor Basic Allowance and Councillor Special Responsibility Allowances by 3.88% as per the percentage increase applied to NJC allowances and to increase annually in line with staff allowances.
