Public participation Sessions of 15 minutes are held prior to the start of each public meeting.
For Committee Meetings questions may only be raised on items on the agenda.
For Full Town Council meetings, items which fall within the scope of the Council's activities may be raised by Bideford Residents. Participants will be asked to read the Bideford Town Council Code of Conduct (or available at the meeting), and to complete a pro-forma stating their name and address and item to be raised.

Allotments Committee Agenda - 27 September 2018
You are hereby summoned to attend a meeting of the Allotments Committee of the above-named Council to be held in the Council Chamber, Town Hall, Bideford on Thursday 27 September 2018 at 6.00 pm for the purpose of transacting the following business.
In accordance with The Public Bodies (Admissions to Meetings) Act 1960 members of the public are welcome to attend this Meeting. There is a legal right to film/record/photograph/report public meetings.

1. To Elect a new Chairman.
2. To Elect a Deputy Chairman.
3. To receive apologies and reasons for absence.
4. To receive declarations of interest on items on the agenda and note any requests for dispensation received by the Clerk prior to the meeting.
5. Public participation session of 15 minutes duration on items on the agenda.
6. To approve the Minutes of the Meeting held on 8 May 2018 as a correct record.
7. To review the inter site challenge, consider the date for 2019, the judging criteria and resolve accordingly.
8. Marland site. Update: (Committee Members from Marland will be in attendance.)

b. To consider purchasing chippings for the site area where Council storage is to be sited and resolve accordingly.

b. To consider and resolve upon the appropriate disposal of a shed with asbestos, not wanted by the new tenant, on Plot 50A.
12. To review and resolve upon the level of rent for 2019/20.
13. To give consideration to the cleaning/maintenance budget for 2019/20 and make a recommendation to Council.
14. To consider and resolve upon the sale of allotment produce at the Bideford Pannier Market.
15. To consider and resolve upon encouraging safe and attentive practices for tenants when lighting and managing bonfires.

Bonfires / Smoke Nuisance
There have been a number of complaints regarding bonfires, the beautiful weather and open windows this year.
In the first instance, only garden waste and wood may be burned on the Allotment Site.
When preparing to start a bonfire the following guidelines must be adhered to:
Check with anyone else present on the site that they do not suffer from asthma or any other health condition which could be triggered by the smoke.
Only burn dry material.
Never burn household rubbish, rubber tyres, or anything containing plastic, foam or paint.
Never use old engine oil, methylated spirits or petrol to light the fire or to encourage it.
Avoid lighting a fire in unsuitable weather conditions – smoke hangs in the air on damp, still days and in the evening.
Avoid burning when the wind will carry the smoke over roads or into other people’s property.
Avoid burning at weekends and on bank holidays when people want to enjoy their gardens.
Avoid burning when the air quality is “poor” or “very poor”. (You can check this by ringing 0800 556677).
