Minutes of the Meeting of the Neighbourhood Plan Steering Group held in the Council Chamber, Town Hall, Bideford on Thursday 11 July 2019

01.      ELECTION OF CHAIRMAN

Councillor Mrs R Craigie was proposed by Councillor J Craigie, it was seconded by Councillor J Herron and

RESOLVED That: Councillor Mrs R Craigie be elected as Chairman of the Neighbourhood Plan Steering Group for the year 2019/2020.

(Vote – For: 5, Against: 0, Abstentions: 0)

02.      ELECTION OF VICE CHAIRMAN

Councillor Mrs K Corfe proposed and it was seconded by Councillor J Herron
and

RESOLVED That: The election of a Vice Chairman be undertaken once there are more organisations and individuals on board with the Neighbourhood Plan.

(Vote – For: 5, Against: 0, Abstentions: 0)

03.      APOLOGIES FOR ABSENCE

Councillor Mrs S Langford (South Ward – Personal).

04.      DECLARATIONS OF INTEREST

There were no declarations of interest at this point in the meeting.

05.      PUBLIC PARTICIPATION SESSION

There were no members of the public in attendance.

06.      MINUTES

The minutes of the meeting held on 18 December 2018 were approved and signed as a correct record.

(Vote – For: 5, Against: 0, Abstentions: 0)

07.      UPDATE ON ORGANISATIONS AND INDIVIDUALS WHO HAVE EXPRESSED AN INTEREST IN BEING INVOLVED WITH FUTURE MEETINGS OF THE NEIGHBOURHOOD PLAN

A list of organisations and individuals who had previously expressed an interest of being involved with the Neighbourhood Plan was circulated with the agenda.

RESOLVED That: the list be accepted but recognise that this is an open-ended list and any suggestions of other organisations or individuals who may wish to be involved with the Neighbourhood Plan should be emailed to the Clerk in order than they can be invited.

08.      UPDATE ON CONSULTANCY SERVICES PROVIDED BY CATALYST AND DEVON COMMUNITIES TOGETHER AND TO MAKE ANY RECOMMENDATIONS FOR CHANGES

A list of the consultancy services provided by Catalyst and Devon Communities Together was circulated with the agenda prior to the meeting.

After discussion, it was proposed by Councillor R Wootton, and seconded by Cllr J Craigie and

RESOLVED That: any Consultancy Services be deferred until a decision was made as to which key issues would be included within the Plan.

(Vote – For 5, Against: 0, Abstentions: 0)

09.      TO DISCUSS THE NEXT STEPS

The next steps forward were discussed:

It was AGREED that:

• The NALC document “Where next for Neighbourhood Planning” would be circulated to the members of the Steering Group.

• Investigate more training on the Neighbourhood Plan for new councillors on the Steering Group. The invitation of training be extended to all Town Councillors if secured.

• The Clerk to look at examples from other Town and Parish Council’s Neighbourhood Plans and circulate to members of the Steering Group for information.

• Invite Planning Policy Officers from Torridge District Council to attend a future Neighbourhood Plan Steering Group Meeting to give an overview of the Neighbourhood Planning process and the legalities involved.

10.      DATE OF NEXT MEETING

Councillor Mrs R Craigie proposed, and it was seconded and

RESOLVED That: the date of the next meeting coincide with a mutually agreeable date when a Planning Policy Officer would attend the next meeting.

It was AGREED: that this would be the only item on the agenda for the next meeting.

The business of the meeting having been completed, the Chairman thanked the members for their attendance and the meeting concluded at 6.37 pm.
