The Minutes of the Meeting held on 8 March 2023 were approved and signed as a correct record.

094.   PLANNING APPLICATIONS
 
a.    Application No: 1/0168/2023/FUL.    Retrospective application for the creation of driveway.  39 Lime Grove, Bideford, EX39 3JL.  Applicant: Mr J Reith (same address).  Agent:  (None submitted).  (Date received:  3 March 2023)
 
Members discussed the application at length, and Councillor D Bushby put forward the following proposal, which was seconded by Councillor Mrs L Hellyer.
 
Members are minded to approve the application subject to the following caveats.
(i)     All vehicles to fit within the curtilage of the driveway and not encroach onto the footpath.
(ii)    No commercial vehicles to be permitted to park on the driveaway.
(iii)   No caravans or motorhomes to be permitted to park on the driveway.
 
This was put to the vote and the resulting vote was:
 
Vote – For: 3, Against: 3, Abstentions: 0)
 
Councillor P Christie, as Chairman, had the casting vote and voted against the
Application the reason being that it was considered the application was not a viable proposition due to the turning point in the roadway.
 
Therefore it was:
 
RESOLVED:  That the application is refused.
 
 
b.    Application No:  1/0203/2023/FUL.  Change of use of a fish and chip shop and managers accommodation to flexible use class E and 2no. flats.  Trawlers, 38 Mill Street, Bideford, EX39 2JJ.  Applicant:  Mrs C Houghton, Wayside House, Moorlands Drive, Maidenhead, Berkshire, SL6 6QG.  (Date received:  3 March 2023).

RESOLVED:  That the application is approved.

c.    Application No:   1/0110/2023/REMM.  Reserved matters application for appearance, landscaping, layout and scale for a proposal of 200 dwellings pursuant to outline planning permission 1/0947/2020/OUTM and associated infrastructure.  Land At Grid Reference 242647 125879, Clovelly Road, Bideford, Devon.  Applicant:  c/o Agent, Persimmon Homes Cornwall and West Devon, Seaton House, 5 Partridge Road, Derriford, Plymouth, PL6 8EW.  Agent:  Miss C Featherstone, Barton Willmore, now Stantec, Birmingham, B2 5AL.  (Date received:  7 March 2023).

RESOLVED:  That the application is approved.  However, members wished to add the following points:
 
(i) Affordable housing is pepper-potted throughout the site and not concentrated within the northern part of the site.
 
(ii) The trees along Clovelly Road are not removed.
 
(iii) All the points raised by Devon County Council are addressed.
 
(Vote – For: 4 , Against: 2, Abstentions: 0)
 
d.    Application No:  1/0250/2023/FUL.   Demolition of existing single garage and side extension, proposed replacement single storey extension with balcony, alterations to parking and associated works.  26 Moreton Park Road, Bideford, EX39 3AU.  Applicant:  Mrs J Bassett (same address).  Agent:  Mrs D Somerville RIBA, Bideford.  (Date received:  17 March 2023).

RESOLVED:  That the application is approved.
 
(Vote – For:  6, Against: 0, Abstentions: 0)
 
e.    Application No:  Application No:  1/0270/2023/FUH.  Erection of rear single storey extension.  1 Field End Bideford, EX39 3SH.   Applicant:  Mr J Walker, 25 Grange Avenue, Sticklepath, Barnstaple, Devon,EX31 2DS.  Agent:  Mrs D Somerville RIBA, Bideford.  (Date received:  22 March 2023).

RESOLVED:  That the application is approved.

095.   PLANNING AUTHORITIES UPDATE BY CLERK
 
Members noted the decisions received from Torridge District Council since the last meeting.
