Minutes of the Planning Committee Meeting held in the Town Hall, Bideford on Wednesday 14th March 2018 at 6.00pm

The Minutes of the Meeting held on 21st February 2018 were approved and signed as a correct record.

092.      TO CONSIDER THE CONSULTATION DOCUMENT FROM DEVON COUNTY COUNCIL FOR A STREET CAFÉ LICENCE

Members considered the consultation and observed (as they had done during the planning application process) that the proposed site is too narrow and not suited for a street café licence.

RESOLVED: That the street café licence is refused on the grounds that the area proposed is at the narrowest point of the street and is therefore not suitable for a licence. Members would encourage the applicant to re-apply to use the area to the side of the premises in the lowest part of Lower Gunstone Street where there is a natural and more pleasant space that could be used.

093.      TO CONSIDER AND COMMENT ON THE MAIN MODIFICATIONS TO THE NORTH DEVON AND TORRIDGE LOCAL PLAN

RESOLVED: Members considered the item and concluded that there would be no further comment at this time. The Chairman suggested he check more on the detail and report it to the next Full Town Council on 5th April. This would be in time for the comment submission deadline.

RESOLVED: That the application is refused on the following grounds.

• Accessibility onto Abbotsham Road is limited and could be seen as dangerous due to this being at a narrow part of the road and there being no safe walking for residents and school children, especially at the beginning and end of the school day. There is also no plan for school age children to cross Abbotsham Road to the new school in the Winsford Development.
• The site for dwellings would be badly related to the Town Centre for shops and services.
• Bideford Town Council is not satisfied that the public foul drainage network has the capacity to support the development without causing downstream sewer flooding and we would question the ability of the Cornborough facility to handle all the new flows (including this one).
• We would oppose the closure of Osborne Lane/Scratchyface Lane and can see no reason for it.
• A new Environmental Survey is essential as the amendment includes a large area of the Ancient Woodland. And for the same reason a Wildlife and Badger survey needs to be carried out.
• Great concern about the increased traffic flow from the time construction starts with no extra infrastructure in place.
• An air quality survey is essential due to increasing concerns for the air quality in the area and especially below the Viaduct.
