The Minutes of the Meeting held on 3 February 2016 were approved and signed as a correct record.

082   TO CONSIDER AND FORM REPRESENTATION ON A SERIES OF TARGETED CONSULTATIONS RELATING TO THE LOCAL PLAN

Members considered the targeted consultations and agreed that, as Torridge District Council would cover the Bideford area, there were no further comments to be made.

RESOLVED: That the application is refused as members had concerns that there was no sign of an adequate fire escape route.  Also that although there were 6 bedrooms this did not necessarily mean only 6 people would be in occupancy.  Further clarification would be needed on:

•    Real potential occupancy
•    Fire escape plans

g.   Application No: 1/0040/2016/OUTM: Demolition of dwelling, erection of up to 200 dwellings, extension of existing care home, associated multi-use open space, additional car parking for care home, diversion of a Public Right of Way, other associated infrastructure with all matters reserved other than primary access (Affecting a public right of way) – Resubmission of 1/0863/2014/OUTM Amendments to road layout (already approved as part of 1/0016/2013/FUL). RESOLVED: That the application is refused on reiterated grounds from the previous application thus:

1.    Extra traffic over loading an already very heavily used Heywood Road

2.    The lack of supporting infrastructure, for the size of the development, further burdening Bideford’s local infrastructure e.g. schools and hospital, doctor’s surgeries

3.    Whilst the application is for Northam, the main impact will be on Bideford and Bideford Town Council value this area highly as part of the green wedge boundary that separates Bideford and Northam.  This point has been highlighted at earlier planning enquiries

4.      Request for an expert and independent valuation

5.    Concerns for traffic to find alternative “rat-run” routes to avoid traffic congestion

6.    Great concern with regard to where water run-off will end up, culminating in further residential areas becoming flooded.  We note a large number of objections based on local knowledge of flooding and the knock-on effects of such in Bideford

Members noted the decisions received from Torridge District Council since the last
