Minutes of the Planning Committee Meeting held in the Council Chamber, Town Hall, Bideford on Wednesday 4 February 2015 at 6.00pm

The Minutes of the Meeting held on 14 January 2015 were approved and signed as a correct record.

085  PLANNING APPLICATIONS

a.  Application: No 1/0023/2015/FUL: Loft Conversion. 3 North View Hill, Bideford, Devon, EX39 3LN. Applicant: Mr & Mrs D & C Hunt, (same address). Agent: R Fearnley, Fearnley Lott Architects, Monkleigh  (Date received: 23 Jan 15).

RESOLVED: That the application is approved.

(Vote – For: 6, Against: 0)

b.  Application: No  1/1320/2014/FUL: Erection of Class A1 foodstore and mixed Class A1/A3 drive-thru coffee shop, plus car parking, landscaping, drainage and all associated development, Land At Clovelly Road, Bideford, Devon, Applicant: Mr T Jones, c/o Agent: Mr E Heynes, Heynes Planning Ltd, Launceston. (Date received 27 Dec 14).

RESOLVED: That the Committee postpone a decision until they receive answers to the following concerns:

•    The Housing “buffer” area shown on the plans next to the Aldi site is in the Local Plan as commercial

•    Section 106 Heads of Terms is vague and needs to be clarified as to what monies will be available to mitigate the impact on the Town Centre

•    Absence of pavements and cycle tracks servicing the site

•    Absence of identified mother and child parking spaces at the Starbucks site

•    Is the Atlantic Village bus service also going to access this site

•    Need confirmation that there is an adequate wildlife foraging route planned

Members noted the decisions received from Torridge District Council since the last meeting.                   

The business of the Meeting having been completed, the Chairman thanked the Members for their attendance and the Meeting concluded at 6.35 pm.
