The Member of the Public wanted to point out that this application was not part of the emerging overall Local Plan and, whilst he realised it is at a very early stage of consultation, the Local Plan should carry little or no weight for this development to go further.  He expressed concern that the Planning Committee should not be influenced in their decision by the Local Plan.

1.  The traffic generated from this development will be exiting onto the already heavily used Heywood Road and would compromise traffic flow on Kingsley Road, Bideford.  The Committee would request a 24 hour traffic survey on a weekday

2.  The lack of supporting infrastructure for the size of the development would lead to an additional burden on Bideford’s local infrastructure e.g. schools and hospitals

3.  Although this application is for Northam, Bideford Town Council value this area highly as part of the green wedge boundary that separates Bideford and Northam.  This point has been highlighted at earlier planning enquiries

4.  We are aware of the conflicting evidence of the wildlife value of this site.  It is clear that an expert and independent valuation is needed.

5.  We have concerns about the so-called “emergency access” to Lenwood Road which we see as completely un-enforceable and would give rise to a “rat-run”.  Lenwood Road is single track and we find it difficult to understand why this is seen as an access route.

6.  We are aware that South West Water have identified possible flooding problems which could impact on Bideford.  Therefore we would need to see a robust series of flood control systems.

072.  LINK ROAD STRATEGY

Mr Peter Anstee of Devon County Council presented the proposals for improvements to the Link Road.  He explained that he was speaking to all affected Councils and
 members of the public in order to formulate opinions and approval to take to central Government to obtain funding for  said improvements and maintenance.
Mr Anstee handed out a plan of the A361 from Tiverton to Barnstaple and A39 from Barnstaple to Heywood Roundabout which showed the suggested improvements.

Councillors Mrs A Brenton and the Chairman agreed that the A361 from Tiverton is a troublesome area especially with rurally related slow moving vehicles.

•  Heywood roundabout – The Chairman raised concern about potentially increasing the size of the roundabout as it feeds onto Torridge Bridge with only one lane each way. Mr Anstee explained that the traffic light system for Westleigh may have to be increased in size.

•  Councillor Mrs A Brenton expressed a need for a dual carriageway on the Link Road, which is congested at all times.

•  All Councillors expressed a need for overtaking opportunities as being essential in order to improve flow of traffic especially during the peak tourist.

Mr Anstee explained that a deadline of early January was in place to put forward support for the proposal and to add any further suggestions relevant to the strategy.

Councillor Mrs A Brenton and the Chairman asked that the detail be left for them to raise with full Council in order to formulate a response in the timescale given

065.  E-CONSULTATION DEMONSTRATION
The Committee moved to the Town Hall for a demonstration of Torridge District Council’s plans to consult on planning applications through the internet, in the attempt to create a paperless consultation process.
Councillor Mrs Brenton and the Chairman agreed that the online documentation needed to be clearer and more organised, especially for applications that had large amounts of drawings, photographs and letters.
Councillor Mrs Brenton expressed concern regarding the public and councillors not having the internet, therefore not being able to access online planning.  The Chairman explained that the original paper applications would be accessible at Riverbank House.  He further explained that for any contentious applications, paper plans would be forthcoming on request.

067.    PLANNING AUTHORITIES UPDATE BY CLERK
Members noted the decisions received from Torridge District Council since the last meeting.   
               
The business of the Meeting having been completed, the Chairman thanked the Members for their attendance and the Meeting concluded at 6.27 pm.
