Minutes of the Planning Committee Meeting held in the Council Chamber, Town Hall, Bideford on Wednesday 7 May 2014 at 6.00 pm

120 VOTE TO APPOINT VICE CHAIR AS CHAIR FOR THE MEETING

Councillor Langmead proposed and was seconded and

RESOLVED: That the Vice Chairman, Councillor Pester, take the chair for the duration of the meeting.

(Vote – For: 4, Against: 0)

Councillor Wootton joined the meeting.

121 APOLOGIES FOR ABSENCE

122 DECLARATIONS OF INTEREST
Councillor Langmead declared he would see these submissions at TDC level as well.
Councillor Brenton declared a non-pecuniary interest in agenda item 5.d. (the Councillor is a Bideford College governor).
                   
123 PUBLIC PARTICIPATION SESSION

A member of the public spoke on agenda item 5.c. feeling that even if voted against at Town level that the 8 metre high totem pole for MacDonald’s would be passed at TDC or Appeal level unfortunately.
                   
124 MINUTES

The Minutes of the Meeting held on 16 April 2014 were approved and signed as a correct record.

RESOLVED: That the application is approved.

RESOLVED: That the application is refused as it is not in keeping with the town and the signage is regarded as excessive.

g.Application: No 1/0125/2014/FUL: Proposed fascia sign and projecting sign.  The Rose Salterne, 9-10 Bridgeland Street, Bideford.  Applicant: J D Wetherspoon PLC (same address).  Agent: K D Paine and Associates Ltd. (Date received:28 Apr 14).

RESOLVED: That the application could be approved only if the sign is in keeping with the rest of the street. All the other signs are square in shape and none are bigger than 600mm. Bridgeland Street is a conservation area amidst a plethora of listed buildings. The Council would also want an unlit sign in keeping with Town Council policy.

126 PLANNING AUTHORITIES UPDATE BY CLERK

The Assistant to the Town Clerk gave an update on planning application decisions received from TDC.
