Planning Committee Meeting Minutes 16 April 2014



Minutes of the Planning Committee Meeting held in the Council Chamber, Town Hall, Bideford on Wednesday 16 April 2014 at 5.00 pm

113 APOLOGIES FOR ABSENCE

None. Councillor D Fulford was absent.
                   
114 DECLARATIONS OF INTEREST
Councillor Langmead declared that he would see these submissions at TDC level as well.
                   
115 PUBLIC PARTICIPATION SESSION

No public participation.
                   
116 MINUTES

The Minutes of the Meeting held on 26 March 2014 were approved and signed as a correct record.

117 21 DAY CONSULTATION PERIOD LETTER

Councillors discussed the letter from Kate Little, Joint Head of Strategic Development and Planning for North Devon and Torridge District Councils concerning the need to remain within the 21 day consultation time limit and the processes currently used by Council.
•The Assistant to the Town Clerk explained that the three weeks period actually starts from when TDC email the application number to the office and that occasionally this happens after an agenda has been sent out.
•The Committee felt that as the Planning Committee already meets every three weeks any applications that fell out of this time limit would be the exception rather than the rule.
•The Committee unanimously agreed that extra applications could be added to the agenda provided they were publicised for the statutory length of time required i.e. 3 clear days not including weekends or the day of the meeting to allow the public time to attend the meeting to voice their opinions and that Councillors be emailed with the additional information.
•The Committee asked the Assistant to the Town Clerk to reply to Kate Little explaining that the letter had been noted and an extra safeguard added but Councillors would like clear indication of the final deadline for each application.
                   
118 PLANNING APPLICATIONS

a.Application: No 1/0243/2014/FUL: Variation of condition 2 of 1/0311/2013/FUL to allow additional and increased sized roof lights.  Replacement for Swan Croft, Granfylde Drive, Bideford.  Applicant:  Mr and Mrs Allen 5 Moreton Park Road, Bideford EX39 3AU.  Agent: D and J May Architectural Services (Date received: 28 Mar 14).

b.Application: No 1/0241/2014/FUL:  demolition of flat roof extensions and proposed new extension along with increased parking. 8 Clovelly Close, Bideford EX39 3DN.  Applicant: Mr & Mrs Byrne (same address).  Agent: D and J May Architectural Services( Date received 31 Mar 14).

119 PLANNING AUTHORITIES UPDATE BY CLERK

•The Assistant to the Town Clerk read out a response from TDC Planning Officer regarding planning application 1/0044/2014/FUL, explaining the differences between the previous application and the new one.
•The Assistant to the Town Clerk has explained the Council’s procedures to TDC
•Councillors all agreed that a further response be made to the effect that The Committee felt that had they been supplied with this level of explanation at the beginning of the process, that they would have been able to make a decision on the application and they asked the Assistant to contact TDC to convey this.                   

The business of the Meeting having been completed, the Chairman thanked the Members for their attendance and the Meeting concluded at 17.26 pm.
