held in the Council Chamber, Town Hall, Bideford on Wednesday 9 May 2012 at 6.00 pm

118 DECLARATIONS OF INTEREST
Councillor A T Inch declared a personal interest in agenda item 6.g. (knows the applicant).

119 PUBLIC PARTICIPATION SESSION OF 15 MINUTES

One member of the public spoke on item 6.f. of the agenda. She was concerned about the trees; many have Tree Preservation Orders in the area of the development, particularly by the access road.  She wondered whether construction traffic could use an alternative road, to avoid damaging them.  Another member of the public echoed her concerns.

121 OBSERVATIONS ON PLANNING APPLICATION 1/0025/2012/FUL

The Committee considered the plans of one wind turbine, access and associated works at land North West of Huxhill Farm, Weare Giffard.

RESOLVED: That the same observations be submitted as before, being:

Extensive public consultation is needed.
The proximity of local residents needs to be scrutinised.
That the Torridge District Council Planning Committee should deliberate upon the application in the locality itself.
The Bideford Town Planning Committee remains doubtful as to the viability of the turbine being linked to the National Grid or whether it is for personal use.

RESOLVED: That the application is approved but that the following concerns are raised:
That Torridge District Planning Committee scrutinise closely the access to the site.
That careful consideration be given to the preservation of all trees with TPOs on them.
The need to investigate the drainage into Westcombe and the possible knock on effect with the Kenwith Dam.
