Minutes of the Planning Committee Meeting held in the Town Hall, Bideford on Wednesday 26 October 2022 at 6.00 pm.

045.    APOLOGIES FOR ABSENCE
 
          There were no apologies for absence.
 
046.    DECLARATIONS OF INTEREST
 
           There were no Declarations of Interest.
 
047.    PUBLIC PARTICIPATION SESSION
 
           There were no members of the public in attendance.
 
048.    MINUTES
 
The Minutes of the Meeting held on 5 October 2022 were approved and signed as a correct record.

050.  TO CONSIDER AND RESOLVE UPON A NAME FOR UNITS 1-6 CADDSDOWN INDUSTRIAL PARK
 
The Chairman reported to members that communication had been received from Torridge District Council in respect of assigning postal addresses to the unnamed Units 1-6 Caddsdown Industrial Park.
 
It was pointed out that in late 2019 that the name "Tuckers Way" had been put forward for the Units 1-6 at Caddsdown Industrial Park before the application was withdrawn.
The recent communication from TDC stated that suggestions of names that are related to living or dead people will not be accepted.
 
After much discussion, members wished for it to be reiterated to TDC that they didn't accept that names of dead people cannot be used, as many of the roads in Bideford have in fact been named after dead Mayors. 
However, members agreed to put forward the suggestions of Tuckers Yard or Hockins Court.
 
Proposed by Councillor Christie, seconded, and
 
RESOLVED:  That it be reiterated to TDC that members do not accept that names of dead people cannot be used, as many of the roads in Bideford have been named after dead Mayors by Bideford Town Council
 
(b)  That the suggestions of Tuckers Yard or Hockins Court be put forward for Units 1-6 at Caddsdown Industrial Park.

051.   PLANNING APPLICATIONS
 
a.       Application No:   1/0969/2022/LA.  Change of use of existing office building (Class E) to form emergency accommodation (Sui Generis), including installation of solar panels and change of use of adjacent land for the siting of modular housing units, energy centre and bin store.  Sully House, Clovelly Road Industrial Estate, Bideford, EX39 3HN.  Applicant:  Mr H Cameron, Torridge District Council, Riverbank House, Bideford, EX39 2QG.  Agent:  Mr S Nolan, North Devon Architects Ltd, Bishops Tawton.  (Date received:  17 October 2022).

RESOLVED:  That the application is approved but members query the absence of any play area and also the rationale of siting residential use on an industrial estate.
 
(Vote – For: 6, Against: 0, Abstentions: 0)
 
b.        Application No:  1/1001/2022/FUL.  Alterations to dwelling including patio area to front of property and landscaping.  56 Donn Gardens, Bideford, EX39 4FR.  Applicant:  Mr I Fry (same address).  Agent:  Mr N Polkinghorne, NPAS Devon Ltd, Roundswell, Barnstaple.   (Date received:  17 October 2022).
 
Proposed by Councillor Mrs L Hellyer, seconded, and
 
RESOLVED:  That the application is approved.

052.    PLANNING AUTHORITIES UPDATE BY CLERK
 
Members noted the decisions received from Torridge District Council since the last meeting.
 
 
The business of the meeting having been completed, the Chairman thanked Members for their attendance and the meeting concluded at 6.24 pm.
