081.      APOLOGIES FOR ABSENCE

There were no apologies.

082.      DECLARATIONS OF INTEREST

All members declared a non-pecuniary interest in Item 6 (f and g) as being Councillors of Bideford Town Council.

083.      PUBLIC PARTICIPATION SESSION

There were no members of the public in attendance. The Chairman did, however, ask Councillor McKenzie if he wished to speak. Councillor McKenzie requested that the
Council support Item 6 (f and g) explaining that the solar panels on the roof of the Pannier Market would ensure the complex would be environmentally prepared and showed
investment into the future of the Market.

084.     MINUTES

The Minutes of the Meeting held on 8th January 2020 were approved and signed as a correct record.

085.     TO CONSIDER AND RESOLVE UPON A NAME FOR THE CLEAVE WOOD DEVELOPMENT AT EAST-THE-WATER, BIDEFORD.

The Chairman explained that the name put forward by the Developers of Cleavewood would probably not be accepted by the Royal Mail as it would be a duplicate of Cleave Wood.
Councillor Ratcliff suggested a previous Mayor, Councillor Hadfield who had been a good Mayor of Bideford.
Councillor Bushby suggested Councillor Langmead who had been Mayor and was East-the-Water born and bred, who lived there and was East Ward Councillor for this Council.

RESOLVED: That the proposed name of Langmead Close be put forward to the Developers for their approval.

h.       Application No: 1/1083/2019/FUL: Retrospective application for retention of tourist facility comprising holiday lodge, amenity building, three bell tents and visitor parking.. Jennetts Cottage, Buckland Road, Bideford, Devon. Applicant: Mr & Mrs C Large (same address). Agent: Tree Tops Planning, Bideford. (Date received: 17 Jan 20).

Councillor Mrs Langford had “Called In” this application and had visited the site. The reason for the retrospective was because the previous owners had not sought planning permission for the works they had carried out. The new owners wanted to ensure that planning permission was in place. On her visit she was impressed with the environmentally friendly measures in place and deemed it to be a place of Eco-Tourism.

087.   PLANNING AUTHORITIES UPDATE BY CLERK

Members noted the decisions received from Torridge District Council since the last meeting.
