Mr Hill declared a pecuniary interest in agenda items 6. (Market Traders).
071 PUBLIC PARTICIPATION PERIOD
There was no public participation.
072 MINUTES
The Minutes of the Meeting held on 3 October 2013 were approved and signed as a correct record.

073 ACCOUNTS
With reference to the Payment List, Payment Voucher Number ninety two, the Market Administrator circulated information on the opportunity to engage an alternative (local) contractor to maintain the security alarm system, subject to release from the current provider. He intimated that the local contractor currently maintained the CCTV and Fire Alarms, for the Pannier Market, and that the security alarm contract, combined with the rest of the package would see a basic annual saving and not demand payment for fuel costs.
It was proposed by Councillor Howell, seconded and
RESOLVED: That, subject to terminating the current maintenance contract, Blanchards is engaged to maintain the security alarm system. Further the list of payments is approved.

067 ADDITIONAL TRADING DAY
A proposal for an additional Market Trading Day had been previously circulated to Members.
Councillor Howell believed that there was merit to the initiative following a commitment from the present market traders. He felt that a run during the Festive Period up to and including Friday 20 December 2013 would provide an opportunity to review the initiative in the New Year. Traders had indicated a desire to have the additional trading day on the Friday.
The Market Administrator advised that the Committee should consider the limited manning resource and that the traders would need to self-police / manage in the absence of the Market Officer.
Mrs Fisher indicated that she would be content to cover the security of the building in his absence.
The Market Administrator indicated that the Committee should consider a casual rate for the day.
Mr T Hill indicated that the Traders should like to commence the first day of trading from 15 November 2013 and that a social media campaign would be initiated.
It was proposed by Councillor Howell, seconded and
RESOLVED: that an additional trading day be held on the Fridays running from 15 November – 20 December 2013 inclusive in the Pannier Market at the casual rate charge of five pounds. A review is to be held in the New Year.
