Agenda - Meeting of Bideford Town Council - 24 June 2021

You are hereby summoned to attend a Meeting of Bideford Town Council to be held in the Council Chamber, Town Hall, Bideford, on Thursday 24 June 2021 at 6.30 pm for the purpose of transacting the following business.

In accordance with The Public Bodies (Admissions to Meetings) Act 1960 members of the public are welcome to attend. There is a legal right to film/record/photograph/report public meetings.

AGENDA

 

1.     To accept apologies and reasons for absence.

2.     To receive declarations of interest on items on the agenda and note the requests for dispensation received by the Clerk prior to the meeting.

3.     Public participation session of 15 minutes duration on items submitted prior to the meeting by Bideford residents, which fall within the scope of the Council’s activities.

4.     To approve the minutes of the meeting held on 4 May 2021 as a correct record.

5.      Accounts - To approve the payments listed.

6.     To consider and approve the Annual Governance Statement for the year ended 31 March 2021.

7.     To consider and approve the Accounting Statements within the Annual Return for the year ended 31 March 2021.

8.     To receive the report from the County Councillor on issues within the parish.

9.     To receive an update on the Isaac’s Yard- Levelling Up Fund.

10.   To receive such communications as the Town Mayor / Town Clerk may wish to lay before the Council.
        - Update received from Meg Booth regarding Street Lighting at Manteo Way.

11.   Staffing, Finance & General Purposes Committee- to approve and adopt the minutes of the meeting held on 10 June 2021.

12.   Market Management Committee- to approve and adopt the minutes of the meeting held on 27 May 2021.

13.   Planning Committee –

a.     to approve and adopt the minutes of the meeting held on 12th May 2021
b.     to approve and adopt the minutes of the meeting held on 2 June 2021
c.     to approve and adopt the minutes of the meeting held on 23 June 2021

14.   Allotments Committee - to approve and adopt the minutes of the meeting held on 13 May 2021.

15.   Decarbonisation and Environment Committee Meeting – to approve and adopt the minutes of the meeting held on 25th May 2021.
        (All items are recommendations).

16.   Tourism Committee –

a.     to approve and adopt the minutes of the meeting held on 11th May 2021
b.     to approve and adopt the minutes of the meeting held on 15th June 2021

       (All items are recommendations).

17.  Emergency Planning Working Group- to approve and adopt the minutes of the meeting held on 7 June 2021.

       (All items are recommendations).

18.   Mayor Introduction Ceremony. Following the recent announcement delaying lifting the current social distancing regulations, to consider alternative arrangements for the Introduction of the      Mayor and the presentation of the annual awards.

19.   Notice of Motion – Councillor Joel Herron:
“To lower the speed limit in Bideford to twenty miles per hour throughout the town.”

20.   Notice of Motion – Councillor Peter Christie:
“To ascertain and make a note in the minutes of this meeting, the names of those Councillors who give permission to be contacted in the event of an Emergency. No prejudice or bias would be shown towards those who prefer not to be contacted. No reason needs to be given by those who prefer not to be contacted.

This is purely to have those Councillors who are happy to be contacted included in the overall Emergency Plan.”

21.   Notice of Motion – Councillor Mrs L Hellyer:
“For Bideford Town Council to adopt the MND (motor neurone disease) Charter in order to publicise their issues, and those of other people with disabilities. This has already been adopted by councils around the country.”

22.   Torridge District Council – To receive an update on Torridge District Council activities by one of the Councillors.

23.   To receive an update on Bridge Trust activities by one of the Trustees.

Prayers will be said by Reverend Claire Rose-Casemore from St Mary’s Church in the Council Chamber at 6.20 pm, prior to the start of the meeting. Councillors and Members of the Public are invited to participate if they so wish.
