001 ELECTION OF A CHAIRMAN
Councillor Howell was proposed by Councillor Bushby and seconded.
RESOLVED: That Councillor Howell is appointed as Chairman of the Committee for the coming year.

002 ELECTION OF A VICE CHAIRMAN
Councillor Bushby was proposed by Councillor Inch and seconded.
RESOLVED: That Councillor Bushby is appointed as Vice Chairman of the Committee for the coming year.

005 PUBLIC PARTICIPATION SESSION

006 MINUTES
The Minutes of the Meeting held on 10 May 2016 were approved and signed as a correct record.

007 BIDEFORD FOOD FEST UPDATE
The Town Clerk advised that The Town Clerk’s Assistant (Lesley) is progressing this and has contacted a good number of traders. She has been liaising with Sarah Logan of Instow Kitchen and a number of breweries. She is also making sure the event is given media coverage.
008 ONE OFF ENTERTAINMENT EVENTS.
Members were updated as follows:
• Craft Fair – Mrs Benney is still working on attracting a good variety of stalls and the event is coming together well.
• Classic Bike Show – Councillor Bushby is liaising with classic bike owners, and the covered venue is being well received. Councillor Bushby will update further nearer the time, and will select a date that fits in with other events.
• Evening Musical Show – Councillor Howell has booked the entertainers “Encore” to perform on Saturday 15 October 2016. Councillor Bushby will book the Conservative Club. The proceeds will go to The Mayor’s Charity. The entrance fee will be no more than £5.
009 STREET THEATRE
The Chairman advised that the following acts are now confirmed:
• Entertainingly Different
• Dave Hendy – magic and balloons
• Devon Face Painting.
The acts will perform across 3 hours (11 am -2 pm) every Tuesday in August.
The purchase of a gazebo was discussed and it was agreed that Councillor Howell will ascertain the price of a 3m x 3m gazebo and a 4/5m x 3 m gazebo. The gazebos should be in the town colours and display the Council’s name. It was suggested they should cost no more than £1,000 in total, and that this could be taken from the Town Projects budget. The purchase of two gazebos was ratified by Council at the last Full Council meeting. The Town Clerk asked where they would be stored and who would put them up. It was felt they could be stored in the Town Hall in the short term, with them being stored in the Maintenance Officer’s container in the long term. They could possibly be kept in the Baptist Church during August for easy access if required. Councillor Inch suggested that if they needed to be put up at short notice, a call across the radio for assistance from One Bideford could be made.
010 INFORMATION BOARD – LITTLE AMERICA
Councillor Howell and The Town Clerk’s assistant have now met with Wings and agreed a renovation programme for the site. The fence and existing benches are to be repaired, the site will be cleared and tidied and two picnic tables will be made and installed. Lesley has been in contact with Dave Slocombe from DCC to check whether the installation of picnic tables will affect any underground services, and is waiting to hear back. It is thought that any services will probably be buried too deeply to be affected, but a cautious approach is preferable. In the meantime Wings have started manufacturing the tables and will start the rest of the clearance and repair. A couple of saplings will be removed from the site to open up the view.
Councillor Howell has the first proof for the Information Board and will circulate by email.
011 CONSIDER MAKING A VIDEO OF TOWN EVENTS
Councillor Bushby advised that he has spoken to Alan Braund of AJB Video and he would be able to produce a short video of town events. Councillor Bushby agreed to set up a meeting with Mr Braund to talk about the events which could be filmed and the costs involved. Mr Braund would need to film over a period of time, in order to put together a selection of footage.
012 CONSIDER ERECTING A “WELCOME TO BIDEFORD” LIGHTS AT THE OUTER APPROACHES
Members discussed the benefits of having lights on the trees opposite the Police Station. It was agreed that the Town Clerk should set up a meeting with Mr Sparrey, which she and Councillor Howell would attend on behalf of the Tourism Committee.
013 CONSIDER THE REFURBISHMENT OF THE ART BRICKS
The art bricks had been installed in the wall along the Quay (from the Shore Office to Landivisiau) as part of the Flood Prevention works which was completed in 2004/2005. Within each transparent “brick” was a piece of artwork that denoted a part of Torridge.
