Minutes of the Tourism Committee held in the Town Hall, Bideford on Monday 7 January 2013 at 6.00 pm

028 APOLOGIES FOR ABSENCE

None received.

029 DECLARATIONS OF INTEREST ON ITEMS ON THE AGENDA

There were no declarations of interest.

030 PUBLIC PARTICIPATION SESSION

A member of the public spoke on agenda item 5.  He advised that he has hired
the Pannier Market for Sunday 26 May 2013, for a charity event and this could
be part of the events planned for the Mayor’s Day. Councillor Howell said that
it is certainly a possibility to add this on to the day.

031 MINUTES

The minutes of the Meeting held on Wednesday 14 November 2012 were approved
and adopted as a correct record.

032 PARTY IN THE PARK 27 MAY 2013

Councillor Howell advised that he will not be in Bideford during the weekend of
the 26 and 27 May 2013 and therefore cannot take the lead role in organising this
event.  When the Tourism Committee recommended at the last meeting that the Bideford
Fair be combined with the Mayor’s day, Members had thought that this would be taking
place in July.  Following discussion it was felt that an event in May did not provide
sufficient time to organise a party in the park adequately. Members were also mindful
that at the last Town Council meeting Councillors Clarke and S G Inch had agreed to
progress stage 1 of the Victoria Park project and it was muted that the stabilisation
of the park could well be taking place at this time. In addition three separate Mayoral
events are planned for the same week (Parade, Church Service, Mayor Introduction) and
it was felt that logistically it would be difficult to separate the Church Service
from the parade, and this would also cause loss of support for one event or the other.
It was suggested that to make a fuller Mayoral Parade, street theatre type displays
could be organised on Jubilee Square or somewhere along the Quay.

RECOMMENDED: That due to timing, the fact that three Mayoral events are currently
scheduled within one week and possible works to the park, the Council rethinks
separating the church service and the parade.  It is recommended that both the
Mayor’s Parade and Church Service take place on Sunday 26 May with street theatre
type displays being organised on Jubilee Square or somewhere along the Quay and
that a lead councillor is nominated.

033 BIDEFORD FAIR 27 JULY 2013

Members discussed the capacity available to support this event as it is beyond the scope
of annual events.  All events need to be organised within the parameters of the Purple Guide,
a licence from the appropriate land owner sought, and ideally a lead Councillor nominated
to take charge of the event.  It was suggested that this date could perhaps be used to launch
some street theatre events, and that other organisations may wish to become involved in
organising a fair in July.

RECOMMENDED:  That the Bideford Fair is put on hold for the time being.

034 BIDEFORD FAIR – FINANCIAL SUPPORT

RECOMMENDED:  That financial support is not currently required as the Bideford Fair is put
on hold for the time being.

035 UPDATES

Updates were provided as follows:

Jubilee Square – Members discussed the fact that there doesn’t seem to be much activity in
Jubilee Square and it was suggested that the Town Council should be involved with Torridge
District Council in marketing The Square. Councillor Wootton agreed to look into mob flash
dancing.

Bideford in Bloom – Councillor Howell advised that he is working in conjunction with the
Chamber of Commerce to get the issue of payment for hanging baskets resolved.  He is trying
to ascertain if £150 entry fee will cover all the hanging baskets in the town as previously
suggested by Devon County Council.

Free parking for coaches – this has now been agreed by Torridge District Council.

Co-opted Committee Members – The Town Clerk agreed to write to the Chamber of Commerce,
and Mrs R Benney (Tourist Information Centre), to invite them to join the Committee.

036 WEBCAM

The Town Clerk advised that she has been in contact with Mark Jones who designed the Town
Council website and he has advised that he could undertake the installation of a webcam
(including hardware) for approximately £350.  It has been suggested that the camera be fixed
to the Town Hall balcony and that a wi-fi connection be used.  This would involve leaving the
Town Clerk’s computer on at all times.  Permission for fixing the camera will also need to be
sought from Torridge District Council.

RECOMMENDED:  That the Town Clerk is asked to proceed with organising the installation of a
webcam with a maximum budget of £500.

037 INTERPRETATION BOARDS

Councillor Howell showed Members the layout of the proposed interpretation boards and explained
which information would be available on the boards along with the varying costs of the panels
depending on the size and material used.  It was agreed that Committee Members will walk around
Bideford East and West and decide upon the best locations. There will be a bespoke board for the
Pannier Market, which concentrates on the Pannier Market itself.  Councillor Howell agreed to
progress this project and liaise with Members of the Tourism Committee regarding suggested text.

RECOMMENDED: That Councillor Howell will liaise with the Tourism Committee by email on the
design of the panels and that he is given delegated authority to progress this project so
that the panels are in place for Easter.  A budget of £500 per panel for a total of six panels
is recommended.

038 DATE OF NEXT MEETING

The next meeting will be held at a date to be agreed in April 2013.

The business of the meeting having been completed, the Chairman thanked the members for their
attendance and the meeting concluded at 6.55 pm.
