053 APOLOGIES FOR ABSENCE

054 DECLARATIONS OF INTEREST ON ITEMS ON THE AGENDA

Councillor S E L Clarke declared a pecuniary interest in agenda items 6(15) and 6(17) - (Festival Committee member and received a payment from Christmas Committee). He also declared a non-pecuniary interest in agenda item 6(9) – (He had assisted them in getting a new building).

Councillor S G Inch declared a non-pecuniary interest in agenda items 6(18), 6(23) and 6(47) - (Member of the Twinning Association, Member of the Committee for the Massed Pipes and Drums and Family member involved in Tarka Pipe Band).

Councillor M Langmead declared a non-pecuniary interest in agenda items 6(31) and 6 (48) - (Member of Committee- Stepping Stones and Male Voice Choir Member.)

Councillor P J Pester declared a non-pecuniary interest in agenda items 6(6) and 6(16) - (Bideford Amateur Rowing Club member, Bideford and District Archive Council Committee member) He also declared a pecuniary interest in agenda item 6(48) – (Torridge Male Voice Choir – Musical Director).

Councillor A Inch declared a non-pecuniary interest in agenda items 6(10), 6(20), 6(21), 6(50) and 6(52) – (Voluntary member of Disabled Learners Club, Given a grant as a TDC Councillor to Ladies Football Club, member of the Twinning Association, member of CAB, and patient at Wooda Surgery).

055 PUBLIC PARTICIPATION SESSION

A member of the public spoke on the Bideford AFC Youth. Currently there are 96 members, boys and girls, training to play football, and their membership is increasing. The sport offers greater life skills, discipline and teamwork and the club is run by eighteen volunteers with coaching certificates and CRB checks. The club is a safe environment with no exclusivity and a hardship fund for struggling families. Their major expense is leasing grounds for example at Bideford College and new kits. This year the club were proud to be awarded the Devon FA Charter Standard. They have membership packs for every new member and a quarterly newsletter to help instil a sense of professionalism, both fully sponsored so their funds can go into coaching.

056 MINUTES

The minutes of the meeting held on 5 September 2013 were approved and signed as a correct record.

057 CHAIRMAN’S ITEMS

The Town Clerk reported that she had met Richard Haste of Torridge District Council today concerning the location of recycling bins. The plan is to site them on the pavement by the Manor Car Park, rather than in Jubilee Square. The design will be sympathetic to the surroundings and allow paper, glass and plastic to be recycled. Councillors approved of the new location.

The Town Clerk gave an update on the planned solar lighting around the West Croft playing field. Although the details have been agreed by Westcroft School and Devon County Council, the lease is more complicated than first anticipated. The Town Clerk asked to engage legal advice, via Mr Sims, to scrutinise the document and register it at the Land Registry. Councillors all agreed and stressed the urgency of the project’s completion with the dark evenings drawing in now.

058 GRANTS TO LOCAL ORGANISATIONS 2014/15

Copies of the grant applications had been circulated to members with the agenda except a late submission by the ME North Devon Support Group.  Proposed by Councillor Langmead, seconded and

RESOLVED: That the grant application by ME North Devon Support Group be included with the other grant applications for consideration at this meeting.
