079 MINUTES 4 OCTOBER 2012

There was discussion regarding minute no 075 on the draft Staffing, Finance and General Purposes Minutes of 4 October 2012. It was reported by Councillor Pester, the proposer of the Recommendation that there was confusion regarding the financial year to which the Recommendation pertained.  This was endorsed by Councillor Inch.  It was agreed therefore, that as this was a recommended item, it should be clarified at Full Council on 25 October, and that the grant allocation would be made on the usual basis.

080 DECLARATIONS OF INTEREST ON ITEMS ON THE AGENDA

Councillor Mrs A Brenton declared a non-pecuniary interest in agenda item 5 (Bideford Bay Children’s Centre – Board Member, Torridge Mid-Devon & Bude CAB – Board Member, St John Ambulance – Family involvement).

Councillor S E L Clarke declared a pecuniary interest in agenda item 5 (New Festival Committee - Chairman).

Councillor S G Inch declared a non-pecuniary interest in agenda item 5 (Bideford Youth Pipe Band – Family member involved).

Councillor D Howell declared a non-pecuniary interest in agenda item 5 (Bideford 500 – Member and Grow Jigsaw – Member of Westcountry Board).

Councillor M Langmead declared a non-pecuniary interest in agenda item 5 (Bideford Amateur Boxing Club – Know and working with committee of Boxing Club, Torridge Male Voice Choir –Member.)

Councillor P J Pester declared a non-pecuniary interest in agenda item 5 (Bideford Amateur Rowing Club – Member, Bideford & District Archive Council – Committee Member, Torridge Male Voice Choir – Committee Member, Wouldcare – Patient.)

Councillor R Wootton declared a non-pecuniary interest in agenda item 5 (Home Start – Town Council representative).

081 PUBLIC PARTICIPATION SESSION

A member of Bideford AFC Youth spoke about the work, progress and expansion of the organisation during the last year.

082 CHAIRMAN’S ITEMS

The Town Clerk asked for suggestions from Members on wording for the sign which is to be produced to advertise the free parking at Christmas

083 GRANTS TO LOCAL ORGANISATIONS 2013/14

a.Copies of the grant applications had been circulated to members with the agenda.

b.On the motion of Councillor Howell, seconded and:

RECOMMENDED:  That the Council approves the following amounts totalling £77,080 to be paid by way of a grant for the Financial Year commencing 1 April 2013.  It is also recommended that a further £20,000 contingency budget be set.
