Minutes of the Planning Committee Meeting held in the Town Hall, Bideford on Wednesday 13th December 2017 at 4.45pm

060.  APOLOGIES FOR ABSENCE

There were no apologies for absence

061.  DECLARATIONS OF INTEREST

Cllr P Christie (Chairman) declared a non-pecuniary interest in agenda item 6(h). The applicant is a client of Bideford Bridge Trust.

062.   PUBLIC PARTICIPATION SESSION

There was one member of the public who did not wish to speak.

063.  MINUTES

The Minutes of the Meeting held on 22nd November 2017 were approved and signed as a correct record.

The Chairman wished to point out the Item 057 renaming Tantons. The developer had not been comfortable with the Council’s request to change the name to Hampton Court. But had agreed with Committee members on Chester Court (a name previously held by the building).

064.  TO RECEIVE A PRESENTATION FROM MR A TREGAY OF BOON BROWN REGARDING APPLICATION NO 1/1086/2017/OUTM FOR 61 DWELLINGS ON LAND NORTH OF CLOVELLY ROAD.

The Chairman introduced Mr Tregay and reminded him that he had 10 minutes and then questions. He informed him that he, together with fellow Councillor Langmead, were members of the Torridge District Council Planning Committee. Councillor Tony Inch informed Mr Tregay that he was the County Councillor dealing with Highways.

Mr Tregay thanked the Committee for permitting him to attend and gave a brief presentation on the site chosen for 61 dwellings explaining that it was not in the Bideford Parish but adjoining he boundary, and part of the emerging Local Plan. He informed members that DCC Highways had deemed the application as acceptable and raised no concerns about vehicular access.
Mr Tregay further explained that the developers would be looking at 39% affordable housing on the site. He informed members that he had previously met with Abbotsham Parish Council who had no objections on principle except the access onto the main road. He explained then that the developers would ideally like a longer Outline Planning time limit to enable them to tie in with the access points of other developments that would be going ahead.

The Chairman queried whether the site was allocated to housing in the Local Plan.

Councillor Pester stated that a map showing all the developments would be useful.
Councillor Langmead had concerns about the pedestrian access which did not appear on the site map.
Further discussion took place regarding these concerns and the need for more pedestrian crossings

Councillor Tony Inch advised Mr Tregay that the developer would need to prove safe access in their own right.

Councillor Langmead asked Mr Tregay to take this back to the developers as a matter of importance.

Councillor Wootton asked about a cycle route and the dwellings being fitted with electric vehicle chargers, Councillor Tony Inch explained that this would come up in Reserved Matters at a later date.

The Chairman wanted to raise a point about the trees. Mr Tregay replied that the only trees being lost would be those to gain access. The Chairman asked if trees could be planted next to the A39 to ensure the skyline is not altered too much and to provide screening.

Mr Tregay said he would take these points to the developers and would contact the Authority to see if an extension could be made to the permission.

The Chairman thanked Mr Tregay and invited him to stay to hear the resolution on the Planning Application

065.  PLANNING APPLICATIONS

a.  Application No: 1/1086/2017/OUTM: Outline application with all matters reserved except access for the development of up to 61 dwellings with associated works. Land North Of Clovelly Road, Bideford, Devon.  Applicant: Hortons Estate Development Ltd & Greatworth Developments Ltd c/o Agent. Agent: Boon Brown Architects Ltd, Yeovil. 066. PLANNING AUTHORITIES UPDATE BY CLERK

Members noted the decisions received from Torridge District Council since the last meeting.

The business of the Meeting having been completed, the Chairman thanked the Members for their attendance and noted that the next meeting was scheduled to be held in the Council Chamber.   Members all agreed they would prefer to be in the Town Hall room and unanimously agreed to change the time of the meeting to 5.00pm in the Town Hall.

The Meeting concluded at 5.55 pm.
