Minutes of the Planning Committee Meeting held in the Town Hall, Town Hall, Bideford on Wednesday 14 December 2016 at  6.00pm

There were no declarations of interest at this point of the meeting.                   

071   PUBLIC PARTICIPATION SESSION

Mr Andrew Hockridge was present and wished to speak about Item 5(l).
He wished members to know that he owns the farm adjoining the site referred to in the application and, as fourth generation farmers since 1936 he was concerned for his business.  He advised members that the family had, over the years, invested £800k into the local economy.
He expressed grave concern that the proposed dwellings would be 350m from his main buildings and, facing south west, would succumb to prevailing wind and the farm smells with it.  Knowing that the residents would have a right to complain about the smell, he was very worried for the future of their farm.

l.    Application No: 1/0039/2014/OUTM: Outline planning application for up to 550 Dwellings on 13.77ha of land, up to 1.5ha of commercial use land (use classes A2,A3,A4,A5,B1.C1.D1.D2) and a 1.9ha Primary School or up to 50 dwellings, as well as highway access, public open space and other associated infrastructure.  All matters reserved other than primary access.  (Amended Environmental Addendum). RESOLVED: That the application is refused as this Council does not believe that this site should be developed at all, in line with this Council’s previous statement regarding the Local District Plan.  This Council is concerned that if this application is allowed that a fourth generation farm could be forced to close down because of the proximity of the new houses to the farm buildings and the statutory right of the inhabitants of the houses to complain about noise in the vicinity.

Members also have grave reservations about the drainage as the massive natural soak-away will be covered by concrete and all the water will flow into Jennets Reservoir.  Members also considered that the traffic generated from this new estate and the adjoining one to the north could overwhelm Abbotsham roundabout.
