Minutes of the Planning Committee Meeting held in the Town Hall, Town Hall, Bideford on Wednesday 2 November 2016 at  6.00pm

055   DECLARATIONS OF INTEREST

There were no declarations of interest at this point of the meeting.    
                
056   PUBLIC PARTICIPATION SESSION

The Chairman invited the member of the public to speak.  Mr Chris Hassall wanted to point out the various proposals and ideas for the management of the Kenwith Flood Defence Improvements Scheme (Addendum item).  He was keen to know that other bodies would be involved in the management of the Scheme.

The Minutes of the Meeting held on 12 October 2016 were approved and signed as a correct record.

058   TO RECEIVE INFORMATION ON THE DECISION MADE WITHOUT CONSULTATION ON APPLICATION NO: 1/0867/2016/FUL: VARIATION OF CONDITION 2 OF APPLICATION 1/0152/2014/FUL. FLAT 1, 105 BRIDGE STREET

Members were concerned that they had not been consulted on this application and
agreed that whilst it was a rare occurrence, they would hope that it does not happen
again.

RESOLVED: That the application is refused on the following grounds:

Traffic –
•    with the expected access onto Northam Road, members are concerned that there are two blind corners at either end of the access point, as well as a busy and narrow point in the road.

Drainage –
•    the need to raise the site above flood level will require huge amounts of landfill and will disrupt the drainage in this area.

•    this is part of the Kenwith Valley Drainage Basin (Critical Drainage Area) which will be under increased pressure from all previously approved developments and future ones (a total expectation of some 3,000 dwellings)

e.    Application No: 1/0873/2016/REM: Reserved matters (appearance, landscaping, layout and scale) pursuant to 1/0698/2015/OUT - Amended drawing. Land To The Rear Of 25 Abbotsham Road. 060   TO CONSIDER AND RESPOND TO THE CONSULTATION REQUEST ON THE KENWITH FLOOD DEFENCE IMPROVEMENTS.

Members agreed to send a letter in response to the email from Mr Sean Hughes of Mott MacDonald, a copy of which forms part of these minutes.
                    
061   PLANNING AUTHORITIES UPDATE BY CLERK

Members noted the decisions received from Torridge District Council since the last meeting.
                    
The business of the Meeting having been completed, the Chairman thanked the Members for their attendance and the Meeting concluded at 6.45pm.

KENWITH, BIDEFORD FLOOD DEFENCE IMPROVEMENTS SCHEME
   
Thank you for your email which has been passed to our Planning Committee for consideration and response who met last night (Wednesday 2 November).

We respond as follows to your Consultation Questions:

Q1.    Do you consider that you have an interest in the project and if so which aspects of the proposed scheme would be of importance to you?
A1.    Yes – all aspects.

Q2.    Do you hold any information/baseline data that you can provide that may be relevant to the scheme and that could inform the environmental assessment; such as methods, standards, guidelines or main sensitive locations?
A2.    Yes – can be supplied on data disk

Q3.    Do you know of any social, economic or environmental constraints, risks or issues that you think should be considered or would help inform the development of the project?
A3.    Yes – we have a history of flooding in Bideford.   The Kenwith Dam has failed once and has had to be refurbished.

Q4.    Do you know of any potential opportunities for partnerships that you feel could be built into the scheme?  Or can you identify any further stakeholders who you consider would have interest in the project?
A4.    Yes – the Friends of Kenwith, Torridge District Council, The Burton Art Gallery and Museum, all residents and businesses in the area.

Q5.    Do you wish to remain on the list of consultees for the project?
A5.    Yes

Q6.    Do you have any other comments?
A6.    There is a need for the whole of the Kenwith Basin to be included in an overall improvements scheme.

Further to your questions and our responses, we would like to invite you to come along to one of our Town Council meetings to present the ideas for the Scheme to our Councillors.
