Minutes of the Planning Committee Meeting held in the Town Hall, Town Hall, Bideford on Wednesday 20 July 2016 at  6.00pm

No declarations of interest were made at this point.                   

023   PUBLIC PARTICIPATION SESSION
Mr C Hassall wished to raise concerns on two applications:

025(e) Application No: 1/0624/2016/LBC: Retention of change of use of dining room to tea room café. Riverside Cottage.  Mr Hassall expressed concern that the increased could cause a traffic risk on an already hazardous stretch of road.

025(f)  Application No: 1/0569/2016/FUL: Retention of change of use from waste land
to domestic garden. 8 Valley End.  Mr Hassall explained that the property is one of a block at the end, by the quarry and that there had been some controversy with neighbouring area ownership.  He outlined that the extension into “wasteland” was part of land outside the red line of the original building application.   His main concern was the ownership of the land being developed.

The Minutes of the Meeting held on 29 June 2016 were approved and signed as a correct record.

RESOLVED: That the application is approved but that any possible noise to neighbouring dwellings would need to be a consideration.

e.    Application No: 1/0553/2016/FUL:  Retention of change of use of dining room to tea room café. Riverside Cottage  Applicant: Mrs D Henry, Riverside Cottage, Road from Coach Road to Chapel Cottage.  Agent: None supplied.  (Date received: 13 July 16).

RESOLVED: That the application is refused on the grounds that there are insufficient visibility splays at the entrance to the property and that it is situated on a very fast section of the main road.

SUSPENSION OF STANDING ORDERS

RESOLVED:  That Standing Orders are suspended in order for Councillors to address the member of the public.

Councillor Bushby wished to ask Mr Hassall about the ownership of the land that was adjacent to the proposal in Item 025(f) Application No: 1/0569/2016/FUL.  He (and other Councillors in this ward) had received complaints about the dirty mess and caravans that were on the land.  Mr Hassall did not know the ownership of the land but the caravans and other items belonged to the alleged adjoining landowner.

RESOLVED: That the application is deferred due to insufficient information regarding the ownership of the property.  Councillors recommended a Call-In with a site visit.  They also requested the Town Clerk to check the boundaries to Ford Woodland.
