Minutes of the Tourism Committee Meeting held via Zoom Tuesday 6th April 2021 at 6.00 pm

114.    APOLOGIES FOR ABSENCE

There were no apologies received before the meeting but a late apology from Councillor McKenzie (East Ward) was forthcoming.

115.    DECLARATIONS OF INTEREST ON ITEMS ON THE AGENDA

There were no declarations of interest at this point in the meeting.

116.    PUBLIC PARTICIPATION SESSION

Mr Tony Inch wished to draw attention to the Tourism Committee of HM The Queen’s Platinum Jubilee in June 2022. The Whitsun Bank Holiday will be moved to Thursday 2nd June with an extra bank holiday on Friday 3rd June, leading into the weekend. Mr Inch requested that this Council organise a celebration to mark the occasion of the longest serving Monarch who has worked for the Country all her life. He added that perhaps a Family event something along the lines of the Silver Jubilee.

The Chairman thanked Mr Inch and noted that it would be included in the next agenda. She asked members to put the date in their diaries.

117.    MINUTES

Proposed by Councillor Bushby and seconded by Councillor Lawrence, the minutes of the meeting held on 9th March 2021 were approved and signed as a correct record.

The Chairman, at this point, asked members if they would be happy for Item 8 on the agenda to be brought forward in order for Cllr Herron to join in. Members agreed.

118.    TO DISCUSS ORGANISING A PANCAKE DAY RACE EVENT IN 2022, TO BE HELD ON THE QUAY.

Cllr Herron thanked the Committee for inviting him to the Tourism Committee meeting. He had given a little more thought to the proposed event for 2022 and hoped that it would continue year-on-year.


He had a few bullet points.

• Rules for pancake race must be eggs and flour and bring their own batter and pan
• Flipping the pancake en route – Cllr Herron would research further for different categories
• Would need a clearly marked track
• Different categories; professional / mixed doubles / kids/ open (no rules) / fancy dress)
• Stalls – crepes, coffee
• If on the Quay, would need to organise no parking.
• A PA and stewards would be required
• Prizes

Members discussed the various points.
Holding the event on the Quay was deemed unsuitable as TDC would want payment for the parking spaces and there would need to be a full and thorough Risk Assessment and all Health and Safety guidelines, especially as so close to the river.
All agreed that Victoria Park would be a better venue, easier to manage. The Clerk would make enquiries as to TDC’s requirements for this type of event; First Aid, Stewards, Licence etc.

Whilst Cllr Herron would prefer to hold the event on Shrove Tuesday, 1st March 2022 at teatime but members were sceptical of success at this time. Many people would not be able to attend because of work commitments and it would still getting dark quickly. Cllr Mrs Corfe suggested a weekend, members agreed, Cllr Bushby suggested an earlier start in case races needed to be postponed for showers (bearing in mind the weather can be inclement). Cllr Mrs Corfe further suggested the Saturday before Shrove Tuesday, to stay within the Lent timeline, for those who wished to observe the religious practice.
Cllr Lawrence suggested contacting the schools to get them involved in having team races.

Members briefly discussed prizes; trophies, perpetual trophies, engraved frying pans, and Easter Eggs, but it was considered that the whole event needed a little more thought.
Cllr Herron would form a plan and come back to the Committee.

119.    TO REVIEW THE COMMENCEMENT OF BIDEFORD FAIR ON 14TH AUGUST 2021.

The Chairman asked members how they felt about going ahead or not with Bideford Fair. Various aspects were discussed and members agreed that Bideford Fair should go forward. The Clerk explained that she had been in touch with the two top attractions to see if they were willing to take part still (deposits are still held by them) and was waiting for responses.

Cllr Bushby was pleased to tell members that Tug’o’War could be introduced as he has the rope.

Cllr Mrs Corfe would get in touch with the Chairman regarding her Notice of Motion to have involvement with a tribute post-Covid.

The Clerk would contact the list of stallholders etc to see if they are on board for the event this year. Cllr Bushby offered his help.

RECOMMENDED: That Bideford Fair goes ahead on Saturday 14th August 2021 in the format as set out for 2020.

120.    TO REVIEW THE COMMENCEMENT OF CHUDLEIGH FETE ON 4TH SEPTEMBER 2021.

The Chairman asked members if they were keen for the event to go ahead and it was considered that, as Bideford Fair was on, Chudleigh Fete could be organised. She added that she had been in discussion with Cllr J Craigie regarding planting in Chudleigh Fort area by the ETW In Bloom team.

Members discussed how the day would be formed;
• Music and Entertainment; the Town Band, Slightly Different Singers, Buskers. Face Painting, Mr Bubbles, Up Close, Ferret racing
• People to come along with their own picnic
• Bideford Archive gazebo with historical data
• Cream Tea stall

Cllr Bushby reminded members that extra funding had been granted by SFGP and now there was £2.5k in the budget.

121.   TO RECEIVE AN UPDATE ON THE ORGANISATION OF A BAVARIAN STYLE CHRISTMAS MARKET AT THE PANNIER MARKET THIS YEAR

The Chairman noted that as Cllr McKenzie was not present, this item could not be discussed in its entirety and would need to be deferred to the next meeting.
Cllr Lawrence noted that he thought that the Market Development Officer would need to be involved in any arrangements. He added that he still had concerns about the “huts” fitting in through the glass doors. But measuring would determine whether to have two of these units outside the building and have regular stalls inside.

122.   122. DATE OF THE NEXT MEETING

The Clerk pointed out that the next scheduled meeting is in June (as this meeting had been brought forward we are out of sync).
Members agreed to hold an interim meeting in May in order to update on the organising so far of Bideford Fair and Chudleigh Fete.

The date of the next meeting will be Tuesday 11th May 2021 at 6.00pm
