036 DECLARATIONS OF INTEREST

Councillor Langmead declared that, as both a Town and District Councillor, he will reconsider the applications at District level, taking into account all relevant evidence.  He also declared a non-pecuniary interest in agenda item 9.d. (neighbour).  Councillor Wootton declared a non-pecuniary interest in agenda item 9.f. (Asda Employee).

038 MINUTES

The Minutes of the Meeting held on 31 July 2013 were approved and signed as a correct record.

039 ATLANTIC ARRAY –UPDATE BY THE CHAIRMAN

The Chairman advised that The Town Council had submitted its application to become an Interested Party and a confirmation number as such had been received.                    

040 SCOPING OPINION

Application: No 1/001/2013/SCO:  Scoping opinion for residential development of land.  Land at Clovelly Road, Bideford.  Applicant: Lindon Homes c/o Turley Associates, 10 Queen Square, Bristol BS1 4NT.  Agent: Turley Associates. (Date received: 13 August 13).

RESOLVED: Members would like more information on transport and accessibility and the flow of traffic within Bideford, as well as far more detail on the cumulative impacts on the services and infrastructure within Bideford, especially sewerage. They would also like information on the flow of water into Jennets reservoir with the loss of soak away area as well as the impact this development will have on the sky line.  The development of this area does not fit with Bideford Town Council’s submission to the local plan in terms of numbers and the area to be developed.

041 NAME CONFIRMATION OF UNITS 1-5– CLOVELLY ROAD

042 NAMING OF 67 PROPERTIES AT BELVOIR ROAD

RESOLVED: That the names York Rise and Buckland View are agreed for the 67 properties at Belvoir Road – 1/0856/2011/FULM

043 PLANNING APPLICATIONS

a. Application: No 1/0530/2013/OUT:  Demolition of redundant church and erection of dwelling. The Old Port Mission, Alverdiscott Road, East the Water, Bideford.  Applicant: Mr Denny.  Agent: Trudy’s Architectural Consultants.  (Date received: 25 July 13).

RESOLVED: That the application is refused on the grounds that a new residential development in the open countryside is queried, the site is too cramped, and there is concern about the provision for the removal of sewerage.

b. Application: No 1/0489/2013/COU:  Change of use of upper floors to 4 units of accommodation.  Bath’s Photographic, 11 Allhalland Street, Bideford EX39 2JD. Applicant: Denzil Bath (same address) Agent: None recorded. (Date received: 01 August 13).

e. Application: No 1/0643/2013/FUL: Erection of single detached dwelling.  Ford Farm, New Road, Bideford.  Applicant: Mr Alan Flannery Bay View Building Company, 86 Bay View Road, Northam.  Agent: Adrian Cann (Date received: 01 August 13).

It was proposed by Councillor Pester and seconded that the application be approved. (Vote – For:  2, Against: 3 ) (Casting vote)

Therefore it was RESOLVED: That the application is refused.
