Minutes of the Planning Committee Meeting held in the Council Chamber, Town Hall, Bideford on Wednesday 7 March 2012 at 6.00 pm

097 DECLARATIONS OF INTEREST
Councillor Pester declared a personal interest in item 6.d. (governor of Pynes Community Infant and Nursery School). Councillor Langmead declared that as both a Town and District Councillor he wanted to make it clear that he will reconsider the applications at District level, taking into account all the relevant evidence and representations at the District tier.

There was no public participation.

099 MINUTES

The Minutes of the Meeting held on 15 February 2012 were approved and signed as a correct record.

100 OBSERVATIONS ON PLANNING APPLICATION 1/0103/2012/FUL

The committee discussed in detail the application for a wind turbine at Higher Huxhilll Farm, Gammaton Road, Bideford EX39 4QG.

RESOLVED: That the observations submitted be:

  • Extensive public consultation will be needed.
  • Proximity of local communities need to be scrutinised.
  • The effects of shadow flicker and noise need to be considered.
  • The Torridge District Council Planning Committee should deliberate upon the application in Weare Gifford.
  • The Committee remained unsure whether turbine was for the use of the applicant or if it is being put into the National Grid.  Members felt that it would not be viable if it was to be linked to the National Grid.                   

101 PLANNING APPLICATIONS

a. Application No 0856/2011/FULM:  Demolition of derelict school buildings and construction of 67 no. dwellings and associated garages, roads, sewers and other associated works – Amended plans. Former Grenville College Belvoir Road, Bideford EX39 3JP.  Applicant: Newland Homes Ltd and Grenville College Ltd, C/o 8 Lannsdown Place, Cheltenham, Gloucestershire GL50 2HU.  Agent:  None recorded.  (Date received:  17 Feb 12)

But the Committee expressed concern that there is still no fencing surrounding the basin to safely protect young children from the potential of a drowning hazard.
