Minutes of the Planning Committee Meeting held in the Council Chamber, Town Hall, Bideford on Wednesday 28 March 2012 at 6.00 pm

103 APOLOGIES FOR ABSENCE

104 DECLARATIONS OF INTEREST
Councillor Langmead declared that as both a Town and District Councillor he wanted to make it clear that he will reconsider the applications at District level, taking into account all the relevant evidence and representations at the District tier.
Councillors A T Inch and Christie both declared a personal interest in agenda item 6.h. having met with the contractors.

105 PUBLIC PARTICIPATION SESSION OF 15 MINUTES

Councillor Wootton joined the meeting.

One member of the public spoke in support of the development because it would include the youth centre which would benefit young people and the community as a safe venue and a chance for children to thrive through sport and activities.  Another three members of the public also supported the development by virtue of the Youth Centre with free, inspiring activities and counselling to keep young people off the streets doing something positive.  Another member of the public supported the development for the basic amenities it would provide including open spaces and somewhere to walk.  Four members of the public spoke against the development citing major traffic concerns as the two existing entrances will not have enough extra capacity for another 232 houses. One member of the public suggested a new entrance from the link road.  One member of the public queried the lack of affordable housing in the project.  Another felt that the Sports facility would be too close to houses.

The Minutes of the Meeting held on 7 March 2012 were approved and signed as a correct record.

107 ORDER OF BUSINESS

RESOLVED: That the order of business be changed to allow agenda item 6.h. to be taken before agenda item 5.

PLANNING APPLICATION

6h. Application No 1/0183/2012/FULM: Mixed use development (hybrid planning application) comprising 232 dwellings, a 59 unit extra care home, public open space and other incidental development (Full Details); together with a Youth, Sports, Enterprise and Community Centre (mixed use – up to 8,325 sqm gross) submitted in outline only, with Means of Access to be approved at this stage. Land at Moreton Park, Abbotsham Road, Bideford.  Applicant: Redrow Homes Ltd and Grenville College Ltd.  Agent: Mr Andrew Ross – Turley Associates (Date received 19 Mar 2012)

The chairman explained the history of this application and highlighted several areas other authorities will have to look at.

SUSPENSION OF STANDING ORDERS

RESOLVED: That Standing Orders are suspended in order for a member of the public to address the Committee.

The Member of the Public explained that the maximum height of the Sports Centre would now not exceed fifteen metres.

RESOLVED: That the application is approved but the following questions be addressed:

Can the roads servicing the development actually cope with the extra traffic?
Will the height of the Sports Centre dominate the surrounding area?
What will the drainage implications be concerning Kenwith dam?
Is it appropriate to locate a care home so close to a sports centre?

108 OSERVATIONS ON 1/0025/2012/FUL

The Committee considered the amended plans of one wind turbine, access and associated works.  Land North West of Huxhill Farm, Weare Gifford, Bideford.

RESOLVED: That the observations submitted be:

Extensive public consultation will be needed.
Proximity of local communities needs to be scrutinised.
The effects of shadow flicker and noise need to be considered.
The Torridge District Council Planning Committee should deliberate upon the application in the locality.
The Committee remained unsure whether turbine was for use of the applicant or if it is being put into the National Grid.  Members felt that it would not be viable if it was to be linked to the National Grid.
