Minutes of the Planning Committee Meeting

held in the Council Chamber, Town Hall, Bideford on

Wednesday 31 October 2012 at 6.00 pm

051 APOLOGIES FOR ABSENCE

052 DECLARATIONS OF INTEREST
Councillor Langmead declared that as both a Town and District Councillor that he will reconsider the applications at
District level, taking into account all relevant evidence.    

053 PUBLIC PARTICIPATION SESSION

The member of the public spoke on agenda item 6. Stressing that he felt it was very important that councillors had
full plans set before them. He explained that this had already been discussed at Littleham and Landcross parish councils
and both were concerned about the changes. He felt that it was difficult enough for the public to log onto the current
website and that the supposed savings from the changes in the system would be far outweighed by not responding to letters
sent in concerning applications. The cost he emphasised was quite small in comparison to the often large numbers of
acknowledgement letters Torridge District Council (TDC) has to send out.

He also spoke on agenda item 7.c. asking what a certificate of alternative development was and highlighting that the cause
of this application was the proposed route of the Atlantic Array cabling across the applicant’s land.

054 MINUTES

The Minutes of the Meeting held on 10 October 2012 were approved and signed as a correct record.

(Vote – For: 3, Against: 0, Abstention: 2)

055 NEW DEVELOPMENT NAME

The Councillors considered the proposals from TDC for the naming of four properties  at Old Barnstaple Road.

Proposed by Councillor Langmead, seconded and

RESOLVED: That the new name of the development be adopted as South Salterns Court with each property named as per the proposal.

(Vote – For: 5, Against: 0)

056 PROPOSED CHANGES TO THE ADMINISTRATIVE PROCESS OF PLANNING SYSTEM FROM TDC

Each councillor spoke on the issues affecting the planning service to Bideford from TDC highlighting the following points:
• Cost to parish and town councils in terms of printing charges and increased staff time.
• They questioned the availability of suitable projection equipment to view full plans at Council meetings in the Council Chamber
   and the high cost of laptops.
• Whether it would really make a large saving for TDC.
• Highlighted that many plans are now greyscale so do not print out clearly, making actual plans essential to see the detail.

RESOLVED: That the Council write to TDC to express their wish to preserve the existing paper based system for the planning system
from TDC for the reasons stated and that the Planning Committee believe that regulations are still in force that specify paper copies
have to be forwarded to relevant Councillors in parish or town councils.

(Vote – For: 5, Against: 0)

057 PLANNING APPLICATIONS

a. Application No 1/0844/2012/FUL:  Rear refurbishment and extension.  88 Meddon Street, Bideford EX39 2EW. 
Applicant:  Miss Catherine Williams (same address).  Agent:  Clive Jones Architect Ltd.  (Date received:  9 Oct 12)

Proposed by Councillor Christie, seconded and

RESOLVED: That the application is accepted in principle, but the Council will be guided by the advice of TDC Conservation Officer as
the building is listed.

(Vote – For: 4, Against: 0, Abstention: 1)

b. Application No 1/0845/2012/LBC:  Rear refurbishment and extension.  88 Meddon Street, Bideford EX39 2EW.

Applicant:  Mr and J T Bellew (same address).  Agent:  Robert H Hicks and Co. (Date received:  15 Oct 12)

Proposed by Councillor Inch, seconded and

RESOLVED: That the application is approved.

(Vote – For: 4, Against: 1)

058 PLANNING APPLICATIONS – NOTIFICATION OF DECISIONS BY PLANNING AUTHORITIES

The Committee noted the content of those Planning Applications which had been granted / refused by Planning Authorities since the last meeting
and the contents of a letter from TDC Conservation Officer concerning The Old Angel Inn, Market Place Bideford.

The business of the Meeting having been completed, the Chairman thanked the Members for their attendance and the Meeting concluded at 18.43 pm.
