Minutes of the Planning Committee Meeting held in the Council Chamber, Bideford on Wednesday 24 May 2023 at 6.00 pm

001.   ELECT A CHAIRMAN
 
Councillor P Christie was proposed by Councillor D Bushby and was seconded by Councillor J McKenzie, and
 
RESOLVED: That the Chairman for the Planning Committee is Councillor P Christie for the Mayoral year 2023 / 2024.
 
(Vote – For: 5, Against: 0)
 
002.   ELECT A VICE CHAIRMAN
 
Councillor D Bushby was proposed by Councillor P Christie and was seconded by Councillor J Hellyer, and
 
RESOLVED: That the Vice Chairman for the Planning Committee is Councillor D Bushby, for the Mayoral year 2023/ 2024.
 
(Vote – For: 5, Against: 0)
 
003. APOLOGIES FOR ABSENCE
 
Councillor T Inch (West Ward) – illness.
Councillor Mrs L Hellyer (East Ward) – work.
 
004. DECLARATIONS OF INTEREST
 
The Chairman explained to the new members how to use the Declarations Form.
 
No declarations of interest were submitted at this point in the meeting.
 
005.   PUBLIC PARTICIPATION SESSION
 
There were no members of the public present.
 
006.   MINUTES
 
The Minutes of the Meeting held on 26 April 2023 were approved and signed as a correct record.

007.   PLANNING APPLICATIONS
 
a.      Application No: 1/0363/2023/LBC.  Removal of internal banking hall counters.  HSBC, Alexandra House, 11 The Quay, Bideford.  Applicant:  HSBC, 30th Floor, 8 Canada Square, London E14 5HQ.  Agent: A & Q Partnership (London) Ltd, London N1 6NU.  (Date received:  26 April 2023).
 
Proposed by Councillor P Christie and seconded, and 
 
RESOLVED: That the application is approved on the proviso that the Conservation Officer is satisfied with the proposed works.

008.   PLANNING AUTHORITIES UPDATE BY CLERK 
 
The Clerk gave an update on planning application decisions received from TDC.  She pointed out that one application had been refused by the Authority after being called in.  The Chairman explained to new members how a “Call In” works. 
 
The business of the Meeting having been completed, the Chairman thanked the Members for their attendance and the Meeting concluded at 6.10 pm.
