035  APOLOGIES FOR ABSENCE

036  DECLARATIONS OF INTEREST ON ITEMS ON THE AGENDA

There were no declarations of interest.

037  PUBLIC PARTICIPATION PERIOD

No issues were raised.

038  MINUTES

The Minutes of the Meeting held on 9 July 2015 were approved and signed as a correct record.

No matters were raised.

040  ACCOUNTS

Councillor J Day arrived.

It was proposed by Councillor Wootton, seconded and

RESOLVED:  That the list of payments be approved.

(Vote – For: 4,  Against: 0)

041  MARKET HALL STARTER UNITS

Members had been provided with the specification and estimated cost of building eight studio workshop units.  Mr Dendle circulated a Budget / Business Plan that indicated with full occupancy and a rent of £100 per month that the project costs would be recovered in three and a half years.

The Chairman had approached RGB initially for an estimate but with no charge incurred opted for Myriad Creative Limited (Councillor Brenton declared his son-in-law’s involvement with Company but added they would not be bidding for the work).

He stated the total cost of £28,000 + VAT; reference was made to the fire rating and a cost effective amendment to the skylight.  Myriad had indicated that there would be three companies in Bideford prepared to bid.

Mr Dendle indicated that he knew of nine people who would be interested in occupancy.

Mrs Craigie expressed concern at the temperature of the Market Hall and electrical costs incurred.  Mr Dendle advised that the Units would have insulated floors, walls and ceilings.

The Chairman proposed the Town Council should be approached for funding, to be drawn from the Regeneration Budget and that he would further investigate obtaining monies from the Torridge District Council’s Job Creation fund.

RESOLUTION:  That the Town Council is approached to provide £28,000.00 from the Regeneration Budget to meet the cost of installing eight studio workshop units in the Pannier Market Hall.

(Vote – For: 4,  Against: 0 )

The Chairman, having established that there was no further business to discuss, thanked the Members for their attendance and concluded the Meeting at 6.11 pm.
