111  APOLOGIES FOR ABSENCE

There were no apologies received.

112  DECLARATIONS OF INTEREST ON ITEMS ON THE AGENDA

There were no declarations of interest.

113  PUBLIC PARTICIPATION PERIOD

A member of the Public urged those to sign a petition to reinstate the Hopper Bus if they had not already done so.  Discussion followed on the Service in particular and the promotion of timetables, including the intransience of Devon County Council regarding the Quay shelters.

114  MINUTES

The Minutes of the Meeting held on 26 February 2015 were approved and signed as a correct record.

115  MATTERS ARISING

There were no matters raised.

116  ACCOUNTS

It was proposed by Councillor Howell, seconded and

RESOLVED:  That the list of payments be approved.

117  BANNER ON THE QUAY

Mr Dendle advised that the Banner had not proved robust enough during some exceptional winds; he subsequently mounted it on a wooden frame.

Members noted the effectiveness of the Banner and accorded their thanks to Mr Dendle and also for his work producing the Leaflets.

118  ENTRANCE FLOOR MATS

Mr Dendle originally investigated removing bricks at the entrances to Butcher’s Row to insert floor mats, however, he was discouraged following advice on the enormity of the task.  Members had sight of an alternative strategy where a clear anti slip coating could be used.

Following discussion Mr Dendle agreed to obtain a sample to trial.

119  NMTF TASTER (HOBBYIST) INSURANCE

Members had previously had sight of the NMTF Taster Insurance package.  Having confirmed the criteria and opportunity that it offered to individual traders it was agreed to trial it with a press release and general publicity.

RESOLVED:  That a NMTF package of 125 days at £250 is trialled.

120  BIDEFORD CHAMBER OF COMMERCE AND INDUSTRY - MEMBERSHIP

While Members agreed to pay the £25 membership fee to the Bideford Chamber of Commerce and Industry the Chairman felt a Committee Member should represent the Market at Chamber Meetings.

RESOLVED:  That the item is deferred until the next Market Management Committee Meeting (following the election of new members).

121  NABMA ANNUAL CONFERENCE: 20 – 22 SEPTEMBER 2015

Members had had sight of the itinerary for the NAMBA Annual Conference to be held in Harrogate, 20 – 22 September 2015.  The Market Administrator indicated that it was an excellent opportunity to meet market driven personnel, learn what is being progressed in the community, receive information on central and local government initiatives and network generally from attendance at the Conference.  He added that NABMA membership had provided free (legal) advice.

Members agreed to attendance and saw merit of continuity.

122  FIRST AID COURSE

The Market Administrator advised Members on the benefit to the Market / Council to have an additionally trained First Aider in the Market, especially when the Market Officer was off site.  The Cost of the Course, run by Petroc is £65, although this may be waived; Mrs Fisher had agreed to attend at a cost of £10 per hour.

RESOLVED:  That Mrs Fisher is trained as a First Aider and that she is paid at a rate of £10 per hour for her attendance.

123  CONFIDENTIAL ITEMS TO BE TAKEN IN PART II

Proposed by Councillor Pester, seconded and

RESOLVED: That in view of the confidential nature of the business about to be discussed, it is advisable, in the public interest, that the public be excluded for the remainder of the meeting; the tenants / traders were instructed to withdraw.

PART II (CLOSED SESSION)

124  TERMINATIONS OF LEASES BY TENANTS/APPLICATIONS RECEIVED FOR TENANCIES OF PREMISES

Members had sight of a request from a former trader to be permitted to trade from the Market Hall.  Following discussion and in accordance with Standing Orders 18.a, they stated that consideration would only be given, upon application, six months following their original 26 February 2015 decision.

125  UPDATE ON RENT ARREARS

The Market Administrator advised Members that there remained only one late rental payment at the end of the financial year.  He indicated that the situation was being monitored and that he had been in correspondence with the Tenant concerned.

Members noted the statement and expressed their thanks to the Market Administrator and Market Officer.

The Chairman, having established that there was no further business to discuss, thanked the Members for their attendance and concluded the Meeting at 6.55 pm.
