082  PUBLIC PARTICIPATION PERIOD

No public participation.

083  MINUTES

The Minutes of the Extra Ordinary General Meeting held on 17 December 2014 were approved and signed as a correct record.

RESOLVED:  That the list of payments be approved.

086  LEAFLET 2015 / 2016

Mr Dendle advised Members that the Leaflet would be sent to the Publisher on Monday, 12 January 2015 with an expected turn round of ten working days.  He would liaise with the Printers to deliver the completed run to the Distributors, satisfying the edict of distribution prior to Easter.

087  FESTIVAL OF LOVE (7 – 14 FEBRUARY 2015)

The Chairman intimated that the singing group: Encore were keen to work with the Council / Heritage Day and could well support the one or other of the Saturdays.  Businesses of Bideford will be organising Events, during the week, including a Wedding Fayre to be held at Lavington United Reformed Church.

The Chairman suggested that by making funds available in support of the Event, tenants / traders could be canvassed on whether and how they would like to take part.

Mrs Fisher, reflecting on the success of the New Year’s Eve Children’s Event in the Market, wondered whether a bouncy castle / face painters could not be approached / hired.

The Market Administrator reminded Members that £500 had been made available for Events in the Hall during the Christmas Lights Switch On, noting a longer lead in period and mass attendance.

RESOLVED:  That £500 is made available to support involvement in the Businesses of Bideford, Festival of Love.  The Chairman will establish what Events are taking place and potential Market inclusion.  Mr Dendle and Mrs Fisher will survey the Tenants / Traders for involvement, interest and themes.

088  ENTRANCE FLOOR MATS

Mr Dendle advised Members that he had spoken to the Buckleigh Linen Services who could supply five “6 x 4” mats, changed fortnightly, at a cost of £504.40 annually.

RESOLVED:  That Mr Dendle invite Buckleigh Linen Services to provide their services for a year, subject to a two month trial.

089  BANNER FOR THE QUAY

With no update or progress report Members agreed to consider the Item at the next Meeting to be held on 26 February 2015.

090  CONFIDENTIAL ITEMS TO BE TAKEN IN PART II

RESOLVED: That in view of the confidential nature of the business about to be discussed, it is advisable, in the public interest, that the public be excluded for the remainder of the meeting; the tenants / traders were instructed to withdraw.

091  MAINTENANCE WORKS / QUOTATIONS

With further quotations required Members agreed to defer the item.

092  TERMINATIONS OF LEASES BY TENANTS/APPLICATIONS RECEIVED FOR TENANCIES OF PREMISES

Members had had sight of correspondence from an individual who had previously applied to sell Vaporizers in the Market.  The aforementioned had been considered at the Market Management Committee Meeting, held on 19 June 2014 (minute number 018 refers) where Members had resolved against the application.  The applicant / correspondent, having learnt that a trader was selling similar merchandise in Barnstaple Market had wondered at the variance in policies and whether the Committee would review their original decision. 

Discussion followed but Members remained resolute and reaffirmed their original resolution.

093  UPDATE ON RENT ARREARS

There is a confidential minute associated with this agenda item. 

The Chairman, having established that there was no further business to discuss, thanked the Members for their attendance and concluded the Meeting at 7.43 pm.
