There were no members of the public present.

006.    MINUTES

The Minutes of the Meeting held on 21 April 2021 were approved and signed as a correct record.

007.    PRESENTATION FROM DEVONSHIRE HOMES, ORIGINAL APPLICATION 1/0626/2017/OUTM – HOMES IN MANTEO WAY

Representatives from Devonshire Homes introduced themselves and proceeded with a presentation of their new wish to apply for homes to be built on the eastern side of
Manteo Way. They were not the original owners of the land and hoped to have a consultation document soon. They had already been in touch with East the Water Councillors.

All present were given a booklet with information regarding the build. The main points presented were:

• The dwellings would be a mixed style sympathetic to the area and predominantly two storey, some three storey and some split level.
• Energy efficient dwellings within regulations, all houses will be A or B rating.
• Social housing would be available as well as shared ownership.
• The Developers were in dialogue with affordable housing agencies
• Two entrances, the main being onto Manteo Way, together with a cycle lane, toucan crossing and two new bus stops, and a secondary (quieter) entry point onto Alverdiscott Road.
• A pedestrian entry point at the pavement by the roundabout
• A Village square would be created for a community focal point
• Two play areas as well as a fitness trail through the development with pieces of gym equipment installed along.
• Biodiversity compliant with landscaping – the majority of trees and hedgerows being retained. The only trees being removed were Ash and they were in danger of Dieback. 350 trees will be planted. Hedges that are removed will be replaced, with more being added.
• Buffer planting around Kingsley House for protection and privacy to the residents there. After consultation with Kingsley House the Developers have agreed to put measures in place when building nearby and when scaffolding was needed, to avoid disruption or cause stress with undue noise and imagery.
• Climate change taken into consideration with drainage and holding tanks.

There will be 4 applications in total but the REMM will be the most important.

The Chairman thanked Devonshire Homes for their very full presentation. He pointed out that the map he had showed self-builds but he could not see them. It was explained
that this was on the Outline planning permission and part of the proposal.

The Chairman asked members for questions:

Q - Would the Play Areas be maintained as historically there had been a problem whereby the Authority or Town Council would ultimately need to deal with
unmaintained Play areas?

A – All Play Areas would be part of the Management Company’s remit, initially controlled by Devonshire Homes. Residents would pay an annual fee to a Management Board on which they could sit. This would be a £250 pa covenant built into
their property deeds. This would not be a leasehold arrangement.

Q – Would there be road widening at Alverdiscott Road for the secondary entrance, there are sharp corners, were there any improvements in the plan?

A – Improvements do not form part of the proposal, it would involve losing a significant amount of hedgerow. In saying that Devonshire Homes expect to engage with DCC Highways.

Q – Is there consideration for dog waste bins and a collection arrangement funded byDevonshire Homes, working with the Authority. And would they be within the
Development?

A – Yes, this could form part of the Management Company’s remit.

Q – Is there a multi-use games area?

A - No, there are Play Areas and grass areas for children.

Q - If the 106 money is not going to be used for its original allocation, is it possible it could be used for lighting at the top end of Mines Road?

A - Can discuss required lighting with the DCC Highways Officer.

Q - Has a sensory garden been considered?

A - It is not something that has been thought about but will have a look at it.

Q - With regard to solar panels, can they not be considered at the build stage? Itwould be easier to install earlier rather than later, or perhaps have the wiring in place
for people to buy themselves? It would be good to see Devonshire Homes be the leadin this, as it is going to become a regulation in the near future.

A - No plans in the first stage but from 2023 renewables will be installed into the new builds at that time.

Q - Have electric car charging points been factored into the plans?

A - It is intended for 20% of the houses to have electric car charging points.

The Chairman thanked Devonshire Homes for answering the many questions.

008.    BRITISH TELECOMMS CONSULTATION ON PAY-PHONES

The Chairman explained to members that BT wanted to remove a pay phone from the Quay and from East the Water. The Quay pay phone was of a modern style, but the other was the traditional red box. He added that BT publish figures of usage, and when they go below a certain level the boxes have to be removed.

Councillor Mrs Corfe had conducted a test survey with residents and the result was that nearly 90% of those asked, wanted to keep it. Councillor McKenzie mooted this, adding that for some who do not have a mobile phone or those who wanted to contact emergency helplines anonymously – he felt this was taking away a lifeline. The Chairman pointed out that sadly there were only two options with BT:

• Removal
• Purchase for £1 and keep it maintained

Members discussed the various uses for pay phone boxes across the country, with the most successful being those used to house Defibrillators.

Councillor Craigie requested that the East the Water pay phone box (red) be taken on by the ETW In Bloom project, to be used as a greenhouse as well as a plant/seed swap site.

Councillor Bushby proposed that ETW in Bloom take on the red box in East the Water as a greenhouse, seconded by Councillor Mrs Hellyer and

RESOLVED: That the red BT pay phone East the Water is made the responsibility of ETW In Bloom, to be used as a greenhouse and that they will maintain said box.

009.    CONSULTATION FROM WHP TELECOMS LTD FOR 5G INSTALLATION

The Chairman explained to members that the option of objecting was not possible and
he asked the Clerk to send a note of acknowledgement to WHP Telecoms

010.    NOTIFICATON OF INSTALLATION OF ELECTRONIC COMMS APARATUS FROM AIRBAND, AND FORM A RESPONSE

The Chairman asked the Clerk to send a note of acknowledgement to Airband.

011.    PLANNING APPLICATIONS
