Minutes of the Tourism Committee held in the Town Hall, Bideford on Friday 12th October 2018 at 1.30 pm

049.    MINUTES

The Minutes of the Meeting held on Tuesday 10th July 2018 were approved and signed as a correct record.

 050.    TO RECEIVE AN UPDATE ON THE PROGRESS OF THE FILM/VIDEO AND ANY COMMENTS FROM THE YOUTUBE PILOT

Councillor McKenzie explained that he had not yet managed to get the pilot made but would get it done and should have some feedback in time for the next meeting.

 051.    TO VOTE UPON RECOMMENDING ITEM 038 (COMMEMORATIVE BENCHES FOR CHUDLEIGH FORT AND VICTORIA PARK) FROM THE INFORMAL NOTES TO THE COUNCIL

The Chairman explained to members that the wire Tommies would be on show on Remembrance Sunday and that to commemorate the occasion, a discussion had taken place to purchase two benches “Lest we Forget”, one for Victoria Park and one for Charleigh Fort.
Since the last Tourism meeting, the Chairman had found out that Torridge District Authority were also purchasing two benches for Victoria Park. This would determine the positioning of this Council’s benches if approved for purchase.

Proposed by: Councillor Bushby, and seconded

RECOMMENDED: That, subject to the positioning of the TDC benches in Victoria Park, this Council purchases two “Lest we Forget” benches. If TDC position their benches away from the War Memorial, then two benches could be purchased. If TDC are positioning in the area of the War Memorial, only one bench could be purchased for Chudleigh Fort.

052.    TO VOTE UPON RECOMMENDING ITEM 041 (DRAWINGS FOR THE PORT MEMORIAL DECORATIVE BED) FROM THE INFORMAL NOTES TO COUNCIL

The Chairman asked members to refer to the handout. He explained that at the Informal meeting it had been agreed that the subject matter would be to celebrate 100 years of Women having the right to be voted for and to stand for Council. A picture had been chosen.

Councillor Craigie was not enamoured that the picture chosen would be understood. The Chairman explained that the wording would be different and that it would be understandable.
Councillor Craigie also voiced her fears that the decorative bed had not been that clear to see. The Clerk explained that the Maintenance Team would adjust the angle of the bed so that it would be easier to be enjoyed by passers by.

RECOMMENDED: That the decorative bed is adjusted to form a better angle and that the green background for the chosen subject picture is made up of a good quality artificial grass. Also, that the suffragette colours of green white and mauve are incorporated in the design, with a proof being put forward to this Committee before plants are ordered.

053.   TO VOTE UPON RECOMMENDING ITEM 044 (TOURISM BUDGET) FROM THE INFORMAL NOTES TO COUNCIL

The Chairman explained that at the Informal Meeting, members had agreed that Councillor Mrs Gubb would willingly take on the organising of the Bideford Fair for 2019, and be given all the support she needed from this Committee.

He further advised that in order to give the Fair and new face with new ideas, a larger budget would be needed. An additional £2,500 would be sought.
He had provisionally booked Victoria Park for Saturday 29th June. Councillor Mrs Gubb would check her diary.

The Chairman opened the discussion on a Heritage Theatre, taking in the use of the Town Hall as a stage for re-enacting/re-trialling the Witches of Bideford, using a live audience as the jury. He explained to members that a professional script would be needed and that they would try to create, through a narrator, the laws and beliefs of the day.
Members were enthusiastic for this and discussion took place about other similar events that could be held in the Town Hall room as well as musical evenings.
The Chairman concluded that a sum of £2,500 would be used to put to the Heritage Theatre, and that there was the possibility of funding from elsewhere to the same amount.

RECOMMENDED: That a budget of £5,000 be set and apportioned as follows:

Bideford Fair, to be organised by Councillor Mrs Gubb - £2,500
Heritage Theatre, first performance of the Bideford Witches - £2,500

054.    Date of the next meeting will be Tuesday 6 November 2018 at 6.00pm.

The business of the meeting having been completed, the Chairman thanked the members for their attendance and the meeting concluded at 1.55 pm.
