 You are hereby summoned to attend a meeting of the Staffing, Finance & General Purposes Committee of the above-named Council to be held in the Council Chamber, Town Hall, Bideford, on Thursday 1 June 2017 at 6.30 pm for the purpose of transacting the following business.

In accordance with The Public Bodies (Admissions to Meetings) Act 1960 members of the public are welcome to attend this Meeting. There is a legal right to film/record/photograph/report public meetings.

1.   To elect a Chairman    
2.   To elect a vice-Chairman    
3.   To receive apologies and reasons for absence    
4.   To receive declarations of interest on items on the agenda and note any requests for dispensation received by the Clerk prior to the meeting.    
5.   Public participation session of 15 minutes duration on items on the agenda.    
6.   To approve the minutes of the meeting held on Thursday 27 April 2017 as a correct record.    
7.   Items brought forward by the Chairman.      
8.   Accounts - To approve the payments listed.     
9.   To consider and nominate the payment signatories for 2017/2018.    
10.  To receive and resolve upon the action to be taken on the Manor Court Presentments 2017.
11.  To consider the funding shortfall for the refurbishment of Mill Street and Allhalland Street.    
12.  To consider and agree the charges to be made for table and chair licence applications and renewals.    
13.  To give consideration to supporting the Fund Raising Event at St Mary’s Parish Church via the provision of a decorated Christmas Tree.    
14.  To give consideration to a request for financial support towards the repair of St Mary’s Church clock.    
15.  To give consideration to a request from the Chairman of Torridge District Council for a contribution towards the cost of the catering and drinks for the Armed Forces Flag Raising Ceremony on Monday 19 June 2017 at 6.30 pm in Victoria Park.
16.  To give consideration to a request from the Burton At Bideford for £500 as financial support towards the outdoor cinema event celebrating the BFG exhibition.
17.  To receive information on the correspondence exchanged with the tenants of 7 Bridgeland street regarding the Christmas light infrastructure housed on the building and resolve upon any further action if required.
18.  Notice of Motion – Councillor Dermot McGeough
     “To add additional funding of £8,000 towards the £7,000 allocated towards the New Year’s Eve event to provide the funding necessary to organise this event.  I propose that the funds are put towards some limited entertainment before      and after midnight, and are also spent on the essential safety measures.”
19.  To consider the detail of the grant allocation of £7,000 for New Year’s Eve.    
20.  To receive an update on the tasks undertaken by the Maintenance Operatives.

Agenda item 14.

The church clock stopped and the service was not due until October.  The Cumbria Clock Company came to quote for the repair, and managed to fix the clock at the same time.   St Mary’s has asked that if an invoice is received, whether the Town Council would consider contributing towards this cost.

Agenda item 19.

At the Town Council meeting on 11 May 2017 the following resolution was referred to SFGP for further consideration.

RESOLVED:  That a Grant allocation of £7,000.00 is made available for the provision of fireworks.

 (Vote – For: 13, Against: 1, Abstention: 1)

RESOLVED:  That the item is further considered at the next S, F & GP Committee Meeting.

 (Vote – For: 15, Against: 0)
