No Members of the Public were present at the meeting.

023 MINUTES

The Minutes of the Meeting held on 6 November 2013 were approved and signed as a correct record.

024 BIDEFORD WINTER FAYRES

Councillor Howell updated Members on the Winter Fayres that have taken place at the Pannier Market to date.

He reported that the first two Saturdays have been successful, with the first Saturday being particularly busy, possibly due to the presence of a school choir and their parents.

The 1950s coach has taken over 160 people to the Pannier Market to date and contributions to the Mayor’s Charity  collected via a donation bucket on the bus have raised £40.

The entertainment has been successful and is worth looking at again for next year.  The performances planned for the next event is very strong, with a family feel.  There will be four different acts.

Councillor Howell will be encouraging the shops to put up more posters, as they have not all been displayed.

All the fayres have been advertised via the radio, newspaper, social media etc.

Disappointment was expressed that none of the primary schools had been able to put on a nativity play and it was felt that if they were approached much earlier next year, this would make a big difference.

Members considering changing the event name for future years to “Pannier Winter Fayre” to provide a strong sense of identity.  It was also felt that repeating the event annually will increase its popularity and increase footfall.

Councillor Howell advised that he would start having discussions with other organisations to talk about how we can work together to put on a larger, more encompassing (to include town centre shops) event next year.

025 St VALENTINES DAY FAYRES

Members discussed a programme of events for Friday 14 February and Saturday 15 February 2014 to be held in the Pannier Market as follows:

Friday 14th February

A Tea Dance to be held in the Pannier Market Hall for a two hour period.  The suggested start time is 2.30 pm or 3.00 pm subject to further advice.  The following ideas will be progressed:

•   A Valentine’s theme for decoration was suggested and a florist could be asked to do a themed demonstration.
•   A live band for all or part of the time.
•   An MC will be required – Peter Lawrence could be approached.
•   It was suggested that Mrs P Blight could be requested to provide advice on how to run a tea dance and Councillor Howell will make contact.
•   The issue of reinstating the Pannier Market ready for trade on Saturday 15 February was raised and Councillor Howell advised that support would be made available to the Market Officer to accomplish this.
•   The issue of the provision of hot beverages was also raised and Councillor Howell advised that an approach would be made to the Pannier café.

Saturday 15th February

A cooking fayre/ demonstrations /Ready Steady Cook event with a romantic theme to be held in the Pannier Market Hall.  The following ideas will be progressed:

•   Councillor Howell has already approached Lathwells with a view to their participation. Velvet and Vanilla and the Appledore Inn were also suggested.  Councillor Howell has approached micro brewers, and a cider brewer, to come along and will progress this further. 
•   A Great Bideford bake-off to include 4 categories (with an adults and childrens section in each), where participants would bring ready baked produce along to the fayre. The suggested categories are; bread, cup-cakes traditional pasties and scones.  Councillor Howell has already approached a few possible judges and a few more were suggested.  Councillor Howell will contact those suggested and circulate further information.  
•   Background music was discussed, although it was felt this may not be required.
•   Publicity will need to be generated as soon as possible.  It was suggested that advertising flyers are held by each market stall prior to the event.
•   Traders will be asked to dress up for the event.
•   Heating could be hired prior to the dance.
•   The possibility of arranging a dance demonstration via a dance school and perhaps also having a couple lead the dancing was suggested.

A coach from the Quay to the Pannier Market will be arranged on both days.

RECOMMENDED:  That the Valentine’s programme of events is progressed by the Tourism Committee within the current budget.

The business of the meeting having been completed, the Chairman thanked the members for their attendance and the meeting concluded at 6.50 pm.
