RESOLVED:  That Councillor Pester be elected to Chair the meeting in the absence of the Chairman and Deputy Chairman.

018    DECLARATIONS OF INTEREST ON ITEMS ON THE AGENDA

No declarations of interest were made at this time.

019    PUBLIC PARTICIPATION PERIOD

No members of the public were present at the meeting.

020    MINUTES – STAFFING, FINANCE & GENERAL PURPOSES COMMITTEE

The Minutes of the meeting held on 7 June 2010 were approved and signed as a correct record.

021    ACCOUNTS
Proposed by Councillor Vanstone, seconded and

RESOLVED:  That the list of payments be approved.

The Town Clerk referred members to PV 92 and advised that the tender for the works
was awarded to Phil Vanstone Contractors Ltd which, was the least expensive of the tenders submitted.  He had received a letter from the Company requesting that payment be made direct to S E L Clarke Ltd as his Company’s main sub-contractor.  Unsure of the legal aspects he consulted with the Mayor and sought advice from the Devon Association of Local Councils (DALC).  The response from DALC was that it could see no issues in making payment to the main sub-contractor.  Members requested that this information be recorded in the Minutes.

022    LONDONDERRY FARM ESTATE

The Town Clerk advised that an application had been received by Devon County Council for “The Green” on the Londonderry Farm Estate to be included in the register of Town and Village Greens in accordance with Sections 15(1) and 15(2) of the Commons Act 2006 and the Commons Registration (England) Regulations 2008.  If the registration authority is satisfied that the land described qualifies for registration as a town or village green it will register the land.  Objections to the registration are required to be with Devon County Council on or before 11 August 2010.  Proposed by Councillor Inch, seconded and

RESOLVED:  That the Council fully supports the application.
