077 APOLOGIES FOR ABSENCE

Councillor S G Inch (South Ward – Personal).

078 DECLARATIONS OF INTEREST
Councillors Christie, Fulford, Inch, Langmead, Pester and Wootton declared a personal interest in agenda item 5.a. (Bideford Town Council paid for the original planning application). Councillor Langmead declared that as both a Town and District Councillor he wanted to make it clear that he will reconsider the applications at District level, taking into account all the relevant evidence and representations at the District tier.

079 PUBLIC PARTICIPATION SESSION

A member of the public voiced objection to agenda item 5.e.  The main thrust of his argument centred on the extension of the urban area into the countryside and the surface water drainage polluting the valley below.

080 MINUTES

The Minutes of the Meeting held on 14 December 2011 were approved and signed as a correct record.

081 PLANNING APPLICATIONS

a. Application No 1/1213/2011/EXT:  Extension of time for planning approval 1/1084/2008/FUL – Internal re-organisation and extension to original building to include youth club, boxing club, restaurant/dining area and commercial kitchen.  Pollyfield Community Centre, Avon road, Bideford EX39 4BL.  – Applicant: The Trustees (same address).  Agent:  Not recorded.  (Date received:  9 Dec 11)

RESOLVED: That the application is approved but concern is expressed as to whether this site is zoned for any development at present.  We would also request a curfew on the outdoor lights from 21.00 hours to avoid light pollution.  Further, that blinds are fitted to the internal windows, on the south facing side, again to prevent light pollution.
