057 APOLOGIES FOR ABSENCE

Councillors A T Inch and S G Inch (South Ward, personal) and Mrs P Davies (East Ward, personal).

058 DECLARATIONS OF INTEREST

Councillor Christie declared a prejudicial interest in agenda items 6a and 6b (Trustee, Bideford Bridge Trust).

Councillor Langmead declared that as both a Town and District Councillor he wanted to make it clear that he will reconsider the applications at District level, taking into account all the relevant evidence and representations at the District tier.

059 PUBLIC PARTICIPATION SESSION

A member of the Public spoke on his concerns regarding agenda items 6 f and g. 

060 MINUTES

The Minutes of the Meeting held on 12 October 2011 were approved and signed as a correct record.

061 SURVEY RESPONSE

Members discussed, at length, and completed the Torridge District Council’s Planning Service Survey.

062 PLANNING APPLICATIONS

Having previously declared a prejudicial interest for the following two applications, Councillor Christie left the room.

RESOLVED: That Councillor Fulford chair the meeting for agenda items 6a and 6b.

RESOLVED: That the application is approved.

b. Application No 1/0769/2011/LBC:  Alterations to rear elevations.  22, 23 & 23A The Quay, Bideford EX39 2EZ.  – Application: The Bideford Bridge Trust, 24 Bridgeland Street, Bideford EX39 2QB.  Agent:  Philip Hinton.  (Date received:  6 Oct 11)

RESOLVED: That the application is approved but the Council request the Conservation Officer check on the status of the building and review the removal of the staircase.

e. Application No 1/0929/2011/FUL:  Installation of bay window on front elevation.  52 Donn Gardens, Bideford EX39 4FR.  – Applicant: Mr Colin Barrett (same address).  Agent:  Not recorded.  (Date received:  14 Oct 11)

RESOLVED: That the application is not approved given that it would interrupt the existing facades of the building line.

f. Application No 1/0984/2011/FUL:  Demolition of existing garage, erection of three storey block containing three flats.  New Bin store and alteration to Flat 9.  13 Honestone Street, Bideford EX39 2DJ.  – Applicant: Mr Alasdair Grievson, 57 Ribblesdale Road, London SW16 6SF.  Agent:  Not recorded.  (Date received:  17 Oct 11)

RESOLVED: That the application is not approved on the grounds of overdevelopment, possible overlooking of The Mews although, on account of the inadequacy of the drawings, it is difficult to fully assess the situation.

RESOLVED: That the application for the Optician sign is approved but objection is made to the width of the projecting sign.

063 PLANNING APPLICATIONS – NOTIFICATION OF DECISIONS BY PLANNING AUTHORITIES

The Committee noted the content of those Planning Applications which had been granted/refused by Planning Authorities since the last meeting.
