held in the Council Chamber, Town Hall, Bideford on

Wednesday 16 February 2011 at 6.00 pm

076    APOLOGIES FOR ABSENCE

There were no apologies for absence.

077    DECLARATIONS OF INTEREST

Councillors P S Christie, P Davies, E L Farrington, D C Fulford and T J Johns declared a personal interest in agenda item 6.b. (Land owned by Bideford Town Council).

078    PUBLIC PARTICIPATION SESSION

No members of the public were present at the meeting.

079    MINUTES

The Minutes of the meeting held on 26 January 2011 were approved and signed as a correct record.

080    POSSIBLE PROJECTS USING 106 FUNDS

It was noted that currently Torridge District Council decide how 106 money is allocated and indeed whether it is even spent in Bideford.  The Committee suggested that the Council should be kept appraised of the 106 funds available and consulted on how it is spent.  The Committee considered which projects it would like to see undertaken in Bideford with any 106 planning gain funds and the following were suggested:

•    A community centre/sports facility in Londonderry.
•    A community centre in the Geneva building.
•    A community/sports facility at Belvoir.
•    Boxing Club/youth centre extension to Pollyfield.

It was then agreed that as this is such an important issue, all town councillors should be given the opportunity to add further projects to this list and agree the order of priority. Proposed by Councillor Christie, seconded and

RESOLVED: That the generation of a priority project list for 106 money is referred to the full Council meeting.

081    PLANNING APPLICATIONS

a.     Application No 1/1089/2010/FUL:  Proposed erection of galvanized palisade security fence and gates.  Willow Creek, Old Barnstaple Road, Bideford EX39 4NE. – Applicant:  Purgamentum Waste Management Ltd (same address).  (Date received:  19 Jan 10)

b.    Application No 1/1063/2010/FULM:  Seventy new dwellings.  Land adjacent to Pollyfields, Churchill Road, Bideford. – Applicant:  Strongvox, York House, Blackbrook Park Avenue, Blackbrook Business Park, Taunton TA1 2PX.  (Date received:  20 Jan 10)

RESOLVED: That the decision on this application is referred to the full Council meeting.

c.    Application No 1/0030/2011/EXTM:  Extension of time of Planning Permission 1/1116/2007/FUL – Installation of roads, sewers, soakaways, landscaping, change of use of land from agriculture to B1, B2, B8 uses, erection of two units on site five with associated works.  Bideford Business Park, Manteo Way, Bideford EX39 4GD. – Applicant:  Mr John Evans, Warmington Farm, Alverdiscott Road, Bideford EX39 4PN.  (Date received:  20 Jan 10)

RESOLVED: That the application is approved subject to the recommendation made by the Council on 21 November 2007 (RECOMMENDED: That the application is approved but the Council would like to request that noise nuisance be kept to a minimum within the vicinity of Broomhayes.  The Council is in favour of the tree planting but would like to see it continued around the site.  It would also suggest that a 7.5 tonnes limit is put on to any access road adjoining the estate and that the lorries use Manteo Way.) and that the Council would like to see some form of renewable energy within the design and for the units to be as close to zero carbon as possible both in their sustainability and construction.

d.    Application No 1/0046/2011/EXTM:  Extension of time of Planning Permission 1/0751/2007/OUT – demolition of existing nursing home and dwelling and erection of forty two new flats and houses.  81 Meddon Street, Bideford EX39 2EW. – Applicant:  Greendale Investments Ltd, 39 Rolle Street, c/o ARA Architect, Exmouth EX8 2SN.  (Date received:  25 Jan 10)

RESOLVED: That the application is approved but the Council would request that the site is cleared and left tidy as soon as possible and that this is the last extension with the development being undertaken within the new timescales.

RESOLVED: That the application is approved although the Council is concerned whether the existing garage can support an extra storey.

h.    Application No 1/0039/2011/FUL:  Extension to detached single storey garage to form a snooker room incidental to the enjoyment of the dwelling house.  24 Rowe Close, Bideford EX39 5XX. – Applicant:  Mr & Mrs G Tubbs (same address).  (Date received:  31 Jan 11)

RESOLVED: That the application is refused as the Council regards the loss of garden as too extensive in an open estate such as this where all permitted development rights have been removed.

(Vote – For: 4,  Against: 0, Abstentions: 1)

i.    Application No 1/0103/2011/OUT:  Two detached houses.  Ford Farm, New Road, Bideford EX39 5JG.  – Applicant:  Ms H & L Thompson (same address).  (Date received:  8 Feb 11)

RESOLVED: That the application is refused as the Council is opposed to any development reliant on a package sewerage plant and it is still concerned with access.

082    PLANNING APPLICATIONS – NOTIFICATION OF DECISIONS BY PLANNING AUTHORITIES

The Committee noted the content of those Planning Applications which had been granted/refused by Planning Authorities since the last meeting.
