065 DECLARATIONS OF INTEREST
Councillors Bushell, Ms Farrington and Fulford declared a personal interest in agenda items 5.b. and 5.j. (Both organisations have been given a grant by the Council).
Councillor Johns declared a personal interest in agenda items 5.b. and 5.j. (Both organisations have been given a grant by the Council and Bridge Trust).
066 PUBLIC PARTICIPATION SESSION
Three members of the public spoke with regards to Planning Application No 1/1052/2010/OUT: Two detached houses at Ford Farm, New Road, Bideford. Concerns expressed by the representatives were as follows:
• The barn on the site currently has planning permission for 4 flats. If an additional two, 4 bedroom houses are put on the site the traffic in the area will be increased. Residents are concerned about the safety of the access from a narrow blind bend. The location is not suitable for access by heavy plant.
• Residents were concerned about overlooking, loss of light, loss of view and the devaluation of their property.
• Sewerage and drainage issues were also of concern.

RESOLVED: That the application is refused as the Council does not believe that this proposal resolves its original reasons for objections. These were: by reason of its siting on an industrial estate which is not suitable for a nursery and pre-school, the car parking is inadequate for both staff and visitors, lack of public transport, and the Council would query whether the sequential test should apply for this land use.
