058    APOLOGIES FOR ABSENCE

There were no apologies for absence.

DECLARATIONS OF INTEREST

There were no declarations of interest.

060    PUBLIC PARTICIPATION SESSION

Two members of the public spoke on behalf of the local nurseries and childminders with regards to Planning Application No 1/0969/2010/COU:  Change of use to care nursery and pre-school.  Concerns expressed by the representatives were as follows:

•    The childcare provision in Bideford is adequate – statistics on the number of childminders and nurseries were quoted and the speaker informed members that local childminders are struggling for work and the nurseries have vacancies.
•    A further facility will not bring anything new into the town.
•    The industrial estate is not a suitable location for a nursery and concerns about parking were raised.

Councillor Inch added that children will be going to school earlier thus reducing the number of children requiring private child care provision.

The Minutes of the meeting held on 17 November 2010 were approved and signed as a correct record.

062    PLANNING APPLICATIONS

a.     Application No 1/0969/2010/COU:  Change of use to care nursery and pre-school. – Unit 15, Habat Enterprise Park, Clovelly Road Industrial Estate, Bideford EX39 3HN. -  Applicant: Mrs Sarah Silvester, 51 Hawthorn Road, Barnstaple EX32 8PU. (Date received:  12 Nov 10)

RESOLVED: That the application is refused on the grounds of its siting on an industrial estate which is not suitable for a nursery and pre-school, the car parking is inadequate for both staff and visitors, lack of public transport, and the Council would query whether the sequential test should apply for this land use.

(Vote – For: 5,  Against: 0)

b.    Application No 1/0944/2010/EXTM:  Extension of time of Planning Permission 1/0614/2007/FUL – Construction of sixty four dwellings with screening, garages, landscaping and associated works. – Venn, Mines Road, East-the-Water. -  Applicant: Drs Andrew and Alison Latham (same address). (Date received:  15 Nov 10)

RESOLVED: That although The Council realises that this is an extension to the current planning permission, it would still like to reiterate its previous objections.

(Vote – For: 5,  Against: 0)

c.    Application No 1/0989/2010/FUL:  Change of use from former boxing club/builders store to create two dwellings including the associated alterations and refurbishment. – 5 – 7 Silver Street, Lonsdale House, Bideford EX39 2DY. -  Applicant: Mrs Linda Bromell, 105 Chanters Road, Bideford EX39 2QU (same address). (Date received:  15 Nov 10)

d.    Application No 1/0972/2010/FUL:  Conversion of single dwelling into two separate dwellings. – 50 Meddon Street, Bideford EX39 2EQ. - Applicant: Mr I Cox, Greencliff House, New Road, Bideford EX39 2BD. (Date received:  22 Nov 10)

RESOLVED: That the application is approved.

e.    Application No 1/1007/2010/FUL:  Erection of dwelling. – 52 Sentry Corner, Bideford EX39 4BS. - Applicant: Mr W Beer (same address). (Date received:  22 Nov 10)

RESOLVED: That the application is approved but the Council would like to see some form of renewable energy within the design and for the building to be as close to zero carbon as possible both in its sustainability and construction.

f.    Application No 1/0997/2010/FUL:  Conservatory at rear. – 30 Oaklands, Bideford EX39 3HW. - Applicant: Mr D Harefield (same address). (Date received:  26 Nov 10)

063    PLANNING APPLICATIONS – NOTIFICATION OF DECISIONS BY PLANNING AUTHORITIES

The Committee noted the content of those Planning Applications which had been granted/refused by Planning Authorities since the last meeting.

The business of the meeting having been completed, the Chairman thanked the members for their attendance and the Meeting concluded at 6.55 pm.
