046    APOLOGIES FOR ABSENCE

There were no declarations of interest.

048    PUBLIC PARTICIPATION SESSION

Four residents of Lime Grove and Elm Grove spoke on behalf of the public present with regards to Planning Application No. 1/0892/2010/EXTM: Redevelopment rear of 99 Lime Grove.  Concerns expressed by the residents were as follows:

•    All the issues which were raised 3 years ago when the original planning application was submitted still stand; possible land slippage, flooding, lack of parking etc.  The demolition of 99 Lime Grove also gives cause for concern.
•    The residents believe that in the last 3 years the developer has not submitted the appropriate plans for work that needs to be done, and has simply grubbed up ground, removed trees and dug trenches.
•    Questions were raised about the hydrological reports which were answered by the Chairman.

The Minutes of the meeting held on 6 October 2010 were approved and signed as a correct record. .

050    PLANNING APPLICATIONS

a.     Application No 1/0892/2010/EXTM:  Redevelopment rear of 99 Lime Grove, to demolish 99 Lime Grove to create access road and provide twelve dwellings – nine, three bed and three, two bed. – Rear of 99 Lime Grove, Bideford EX39 3JN. -  Applicant: Mr J Pearce, Blueberry Homes Ltd, 4 Brentham Way, Ealing, London W5 1BJ. (Date received:  11 Oct 10)

RESOLVED: That the application is refused on the basis that the site has changed hugely and has revealed the underlying geographical and hydrological problems.  The Council requests that all extant hydro geological reports are sent to an independent expert for assessment in the light of the situation that has been revealed.

b.    Application No 1/0903/2010/FUL:  Conversion of building from shop space and storage area to residential flats. – 24 Mill Street, Bideford EX39 2JW. -  Applicant: Mr Kevin Elliot, Sunnyacre, Conybeare Drive, Bay View Road, Northam EX39 1TH. (Date received:  13 Oct 10)

RESOLVED: That the application is approved.

c.    Application No 1/0882/2010/FUL:  Conservatory and bedroom extensions. – Leeway, Westcombe Lane, Bideford EX39 3JQ. -  Applicant: Mr & Mrs Tim Craze (same address). (Date received:  15 Oct 10)

RESOLVED: That the application is approved and the Council welcomes the provision of renewable energy within the design.

d.    Application No 1/0907/2010/FUL:  Construction of detached garage. – Eversley, 3 Mines Road, East-the-Water. -  Applicant: Michael Kersey (same address). (Date received:  15 Oct 10)

RESOLVED: That the application is approved but the Council would like to see some form of renewable energy within the design and for the building to be as close to zero carbon as possible both in its sustainability and construction.

h.    Application No 1/0902/2010/FUL:  Erection of two storey extensions. – 29 & 31 Honestone Street, Bideford EX39 2DJ. -  Applicant: Mr Timothy Dymond, Herons Lodge, Silford Cross, Bideford EX39 3PT. (Date received:  21 Oct 10)

051    PLANNING APPLICATIONS – NOTIFICATION OF DECISIONS BY PLANNING AUTHORITIES

The Committee noted the content of those Planning Applications which had been granted/refused by Planning Authorities since the last meeting.
